An eyewitness to Saturdays shooting incident in Kuala Terengganu offered a different version of what had transpired, which contradicted what the police had stated. According to Osman Ismail (BELOW), the policeman did not discharge his firearm while lying on the ground, during which the latter was said to have been assaulted by an angry mob. He claimed that the policeman had fired over his shoulder as he was running away from several men during the clash between opposition supporters and the police in Pantai Batu Burok.

Nine Involved In Torching Jalur Gemilang Identified

KUALA TERENGGANU, Sept 14 (Bernama) --Police have identified nine people involved in burning the Jalur Gemilang in a riot on Saturday and urged them to come forward and assist in the investigation. Terengganu Deputy CID Chief, Supt Khairi Ahrasa said

indentification was based on photographs carried by several newspapers. "Police received three reports after the riot, from the Kuala Terengganu Municipal Council (MPKT), Public Works Department (JKR) and Umno Youth. "We investigated the reports and after gleaning through photographs in newspapers, we believed the nine people were involved and can help us in wrapping up investigation," he told reporters here Friday .In the riot at 9 pm on Saturday, about 750 people believed to be opposition party supporters attacked the police after being directed to break up an illegal gathering at Batu Burok. Four Federal Reserve Unit (FRU) members were injured in the rioting where stones and fire-bombs were hurled.

Khairi said those who destroy public property and burn the Jalur Gemilang will be investigated under Section 440 of the Penal Code for treachery and rioting and if found guilty can be jailed five years and fined. RM8,000 reward for info on flag-burner
KUALA TERENGGANU: The Terengganu MCA Youth wing is offering RM3,000, on top of the RM5,000 put up by the state Umno Youth, as reward for information leading to the arrest of the person who burned the national flag during Saturday's riot at Batu Burok. State MCA Youth secretary Toh Seng Cheng said the wing was perturbed by the act of torching the Jalur Gemilang and was eager to see the culprit brought to book. “We want to do our part and as Malaysians, we feel the culprit should face severe punishment. Such an act cannot be tolerated,” he told The Star yesterday. The state Gerakan and MIC have also pledged contributions to the reward money. Earlier, the state Umno Youth offered the cash and a trip to perform the Umrah as reward for information leading to the arrest of the culprit. Seeking help: Terengganu police are seeking these men to help them in their investigations. — Bernama
In the 9pm riot on Saturday, an illegal gathering turned ugly when police ordered them to disperse. A man wearing a helmet was photographed burning the national flag during the riot. The act triggered a nationwide outcry. Meanwhile, Terengganu police yesterday issued pictures of nine people whom they say can help to come facilitate investigations.

State deputy CID Chief Supt Khairi Ahrasa (ABOVE) said police identified the nine based on pictures recorded during the riot. He also said that three reports were also lodged by the Kuala Terengganu Municipal Council, state Public Works Department and state Umno Youth over the damage to public property and the burning of the flag.

He said those who had details of the nine could contact the police headquarters here. Supt Khairi said those with information should contact Asst Supt Mohd Hadzwan Zulkifli at 012-3674945 or District CID chief Deputy Supt Noor Mushar Mohamad at 013-9366565.

Cops to come down hard on speedsters

PUTRAJAYA: Fed up with hell-riders who treat roads at the administrative capital like racetracks, the police will set up speed traps next week to nab and summon errant motorists on the spot. Putrajaya OCPD Supt Abdul Razak Abdul Majid said most motorists did not adhere to the 70km speed limit because the roads here were like highways. “But Putrajaya is a town just like other towns where the speed limit is 70km, so all have to abide by this or be served a RM300 summons,” he said. He added that the operation would start next week and first target public transportation.

Speaking to reporters here yesterday, Supt Abdul Razak said 90% of accidents here occurred due to human error and that the roads could not be blamed as they were maintained well. “There were cases of motorists involved in accidents as they were speeding and had lost control of their vehicles,” he said. Police statistics recorded 523 road accident cases here between January and September last year while there were 663 cases for the same duration this year. “Of the 663 cases, three were fatal, 15 involved serious injuries while 21 recorded minor injuries,” he said, adding that the number of vehicles involved in accidents last year was 616 against this year’s 835. Supt Abdul Razak also said police patrolling had been intensified with seven cars, four motorcycles and two beat patrols.

Student attacked by Mat Rempit after crash

KUALA LUMPUR: A group of Mat Rempit threatened a college student and damaged his car with helmets and other objects in Subang Jaya. Chin Yaw Fung, 20, was driving along Federal Highway at 3.30am on Sept 2 when his car knocked into a Proton Iswara car. “I alighted from my car and apologised and was even willing to pay for the damage but the car driver refused to settle the matter. “Suddenly, about 20 Mat Rempit rode by and started shouting and threatening me. “I got into my car and drove off,” he said at a press conference held by MCA public complaints and services department chairman Datuk Michael Chong yesterday. Bad wreck: Chin and Chong showing pictures of Chin's smashed up car in Kuala Lumpur on Wednesday.But Chin's car had a puncture at Subang Jaya and he pulled over to stop and found that the Mat Rempit had followed him. “Then some of them jumped on top of my car and started swinging their helmets, sticks and steering locks at my car,” he said, adding that he sounded his car horn but no one went over to help him.

Several minutes later, a tow-truck driver pulled over. Only then did the gang members stop their attack. Before fleeing, they took his cellphone, a jacket and an expensive pen. Chin later lodged a report at the Petaling Jaya police headquarters. In another case, painter Yap Khong Tjun was assaulted by a motorcyclist after an accident in Bandar Tasik Permaisuri about 8pm on Monday. “It was a minor accident but he refused to settle the matter and we decided to walk to the police station, which was nearby. “As we were walking, the man swung his helmet at my head several times,” he said, adding that he lodged a report at the Petaling Jaya police headquarters.

Will SMS Scam Continue? - 5 Content Providers fined a meager RM550K; To-date 176 Complaints Filed; 712,676 users affected and RM377,411.60 Refunded

Malaysiakini has not been alerted to this latest statement fom MMC and is still on the MPS Dog hunt being called off and Taib’s son RM1 billion contract.
Isn’t it shocking - more than ½ Milllion affected and only 176 complained. All along Pre-paid users have been topping up only without knowing details of the usage charges.Hopefully things will improve.

After much silence, MMC has responded. Bernama latest dispatch mentioned 5 Content providers were investigated and fined a small amount.of RM550,000 Do you think for this year 2007, the total customers - 712,676 customers affected and the total charges - RM377,411.60 are up to date or just a tip of the iceberg? Will there be enough self regulation to stop this scam or it will rear its head in some other modified form?

The fine is indeed small considering the millions they have raked in in so many ways through various SMS promotions.

SKMM Probes Five Cases Against Content Providers

KUALA LUMPUR, Sept 14 (Bernama) -- The Communications and Multimedia Commission (SKMM) has investigated cases against five mobile phone content providers and issued compounds totalling RM550,000 so far this year. In a statement here Friday, SKMM said the compounds were higher compared with last year where five cases were also investigated against the content providers but the compounds amounted to just RM187,000. "The compounds were for unsolicited messages, unauthorised charges and content providers' failure to terminate the services as requested by the users," it said.

SKMM said based on the investigations, a total of 712,676 customers were affected and the total charges were RM377,411.60, adding that all the money has been refunded to the users. It said the total number of complaints received on unsolicited short messaging services (SMS) at SKMM and at the commission's Consumer Forum of Malaysia as of Aug 2007 was 176. SKMM said it has directed the telecommunications companies (telcos) to provide statements of usage to their prepaid subscribers to enable them to check for any dubious or illegal charges and to facilitate investigations once a complaint was made.

"To date, only DiGi has made the statements available on its website while Maxis and Celcom will follow suit by the end of this month. "The move will enable all prepaid mobile phone users to check their usage transactions and charges by Oct 1," it said. SKMM said to further reduce the possibility of unsolicited SMS and illegal charges, the telcos have also committed to installing a preventive system which would automate the compliance of the content providers in providing mobile content services according to the industry guidelines on the provision of mobile content and services. "The commission will be monitoring the progress of the preventive system to be installed by the telcos.

"Consumers can ask for clarifications from their respective service providers if there are any doubts with regards to the service being offered by content providers or the charges incurred," it said.

No Permit, No 'Ceramah', Say Police

KUALA TERENGGANU, Sept 13 (Bernama) -- Terengganu police will no longer compromise with political parties holding "ceramah" (talks) without a permit to prevent untoward incidents, like the riots in Batu Buruk and Jalan Sultan Mahmud on Saturday.

State police chief Datuk Ayob Yaakob (ABOVE) said the police had been lenient all this while by not taking action against the opposition parties for holding their ceramah in various parts of the state despite them not having the permit to do so. "There is ceramah every night and not all are issued permits, but we have been tolerant.

This will stop because from now on, all ceramah must have a permit," he told reporters after briefing government officers at Wisma Darul Iman here today, on the riots. Among those present were State Secretary Datuk Mokhtar Nong, and state executive councillors and elected representatives. Ayob said police had rejected an application for a permit from the organisers of Saturday's gathering because the venue was inappropriate since it was in an area where there were government quarters and was also near the palace. In that incident in Jalan Sultan Mahmud, more than 600 people, believed to be supporters of the opposition parties, rioted after police ordered them to disperse from the illegal gathering.

Four policemen were injured in the ensuing clashes, during which the Jalur Gemilang was set ablaze. Two people were also admitted to the hospital due to gunshot wounds. One of them, a 21-year-old man, who was admitted to Sultanah Nurzahirah Hospital for injuries on the neck, was discharged today. The other man, aged 38, who was injured on the chest, is still at the Universiti Sains Malaysia Hospital (HUSM) in Kubang Kerian, Kelantan. It is learnt that police today recorded statements from a Kuala Terengganu PAS leader on the riot. Ayob said police were trying to identify the person who burned the national flag during the riot, adding that police had obtained pictures of the incident.
He denied allegations by the opposition that it was a policeman who had set fire to the Jalur Gemilang. Following the incident, police detained 22 people, who have all been released on police bail.

Batu Buruk: PAS veep ready to testify

KUALA LUMPUR, Sept 13 (ES) - Islamic Party of Malaysia (PAS) vice president Mohamad Sabu (ABOVE) is willing to testify that a plainclothes policeman had chased the public with pistol well before skirmishes broke out in a reported "riot" in the northeastern state of Terengganu on Sept 8. Mohamad who was standing near a group of policeman, overheard one of its members in plainclothes with a pistol in his hand asking the others; "Where is the man with the torn shirt?" Met after a coalition of political parties, non-governmental organizations and trade union calling themselves BERSIH made their demand for the National Human Rights Commission (SUHAKAM) to hold an immediate enquiry on the incident here today, Mohamad said he chided the policeman holding the pistol. "Oh! You have a pistol (and is out) to kill people!," he narrated what he told the policeman, who subsequently got away in a crowd of other policemen present there.
Mohamad said the episode illustrates that the police had chased the public with weapons since 10pm on the day of incident, well before the tear gas and water cannons were unleashed at the public who were prevented from reaching a venue for an event to press for a free and fair election. "This meant that they (the police) took out their pistols not because of they were in danger (as reportedly claimed)," he said."It's up to an enquiry (to find the truth)," he said. Mohamad also related his observation during BERSIH presentation to SUHAKAM commissioner Datuk N Siva Subramaniam for a public inquiry. Others speaking during the presentation were Parti Keadilan Rakyat (PKR) vice president Sivarasa Rasiah, PAS think tank director Dzulkifli Ahmad and Suara Rakyat Malaysia (Suaram) executive director Yap Swee Seng.

Formation of a Royal Commission of Inquiry sought

Two people were shot at with live bullets on the day of incident with the police claiming it was an act of self-defense by a police personnel. Prime Minister Datuk Seri Abdullah Ahmad Badawi had dismissed the incident as the opposition “pre-meditated” plan to garner support in the run up to the general election speculated to be held between November to before April next year. BERSIH however is adamant that an independent commission including a Royal Commission of Inquiry be formed to investigate the incident.

The event on Sept 8 was intended to educate the public on the pressing need for a free and fair election in the country. Several similar events however had been organized and had proceeded on smoothly nationwide. Among others BERSIH demanded that indelible ink be used during polling day to prevent multiple voting, the cleaning up of the electoral roll deemed to be littered with phantom voters, the abolishment of postal ballots and equal access to the media controlled by the ruling party.

No Fuel Price Hike, Government Will Honour Promise, Says PM

KUALA LUMPUR, Sept 13 (Bernama) -- The Government will honour its promise to the people not to hike fuel prices despite world oil prices soaring to a record high of US$80 per barrel today, Datuk Seri Abdullah Ahmad Badawi said Thursday. "We are observing the situation now, we know this is going to be a very serious development, it must have some impact on our development, but we are also mindful of the fact that sometime ago we issued a statement that we would not increase the price of oil again for the rest of the year, that is the year of 2007," the Prime Minister told reporters. Abdullah, who earlier attended the National Small and Medium Scale Enterprises Development Council meeting at Bank Negara was responding to a question whether the government was considering an upward revision of fuel prices following latest developments in the world oil market.

The Prime Minister also said the government had not decided on other options to tide over with the fuel price surge. "We are studying carefully and analysing at the same time the extent of the negative impact it would have (on the country)," said Abdullah, who is also Finance Minister. Asked whether the people could expect another oil price increase next year, Abdullah said in jest: "Next year, we think about it next year."

He, however, gave an assurance that whatever decision taken by the government would be in the best interests of the economy and the people. In March last year, the government raised prices of petrol, diesel and liquefied petroleum gas, assuring the people that there would not be another increase this year. To another question, Abdullah said the government would only do away with the diesel subsidy if they could come up with a mechanism to help certain low- income groups who needed the fuel for their businesses. He said that although the suggestion to abolish the subsidy came from the people in light with rampant smuggling of the fuel, the government still had to consider the impact of the move on other groups such as fishermen.

"I consider discussions on diesel subsidy abolition due to smuggling of the fuel as reflective of the people's wish in wanting the government to make an important decision on this matter.” But on the other hand, the fishermen, for instance, need diesel (for their boats). If diesel prices are too high, it will be a burden to them. "So, we are thinking whether we can use another mechanism to help the fishermen, majority of whom are poor," he added when responding to a question whether the government would consider scrapping diesel subsidy as suggested by some economists recently.

Earthquake: 10 killed as huge tremor triggers tsunami alert

JAKARTA: A massive earthquake killed at least 10 people, injured scores and triggered a small tsunami in western Indonesia yesterday, authorities said. Warnings of potentially destructive waves were issued across the Indian Ocean region. The 8.4-magnitude quake off Sumatra damaged homes, shopping malls and mosques along the coast and could be felt in at least four countries, with tall buildings swaying as far as 2,000km away. It was followed by a series of powerful aftershocks.

A tsunami – perhaps just a metre high – reportedly struck off the city of Padang, said Suhardjono, a senior official at Indonesia's meteorological agency, adding that severed phone lines were making it hard to get details. The Pacific Tsunami Warning Centre also reported a small tsunami.

Indonesia lifted all alerts several hours later, saying there was no longer a potential for a destructive wave. Tsunami warnings were issued as far away as Africa, with people in Kenya told to leave beaches. Closer to home, Thailand sent cellphone text messages alerting hundreds of officials in six southern provinces.
In India, officials said nothing was felt in the remote Andaman and Nicobar islands, some of which are just 240km north of the epicentre. But an alert was issued and local authorities were told to take precautions, said Dharam Pal, the regional relief commissioner.
Sri Lankans were also told to move at least 200m inland.
In Australia, the tsunami warning was lifted after only small rises in the sea level were measured at Cocos Island and the Christmas Islands. But officials warned residents to stay away from the ocean, warning that dangerous waves and currents could still affect beaches, harbours and rivers for several hours.

Luck Saves Indonesia From Tsunami, Says Expert

MELBOURNE, Sept 13 (Bernama) -- An Australian expert said it is a matter of luck that Indonesia's powerful earthquake did not generate a devastating tsunami. Central Queensland University seismologist Mike Turnbull said the 8.2 magnitude tremor which struck in the ocean off southern Sumatra yesterday was equivalent in energy to more than 800,000 atomic bombs being exploded, the Australian Associated Press (AAP) reported. But the huge force of water displaced by the ocean earthquake was pushed out to sea rather than towards land, he said. "It was very fortunate that the plate mechanisms that triggered the earthquake caused the tsunami to go to the southwest, out into the Indian Ocean and then the Southern Ocean," Turnbull said."So there was very little effect from it." He said that if the water had been forced north, or south, rather than southwest, "it would have been awful" .The quake sparked chaos across the mountainous island, where buildings collapsed or were damaged in Padang and Bengkulu, killing at least six and injuring scores more, AAP said. It was felt 600km away in the capital Jakarta, where thousands fled swaying office blocks and homes, and in Singapore, Malaysia and Thailand.Tsunami alerts were issued for numerous countries, from northern Australia to Mozambique.Turnbull, of the Central Queensland Seismology Research Group, said the earthquake -- located on a plate boundary -- was caused by the build-up of pressure over thousands of years between two shifting plates -- the Australian Indian plate and the Asian plate to the northwest. He said the boundary between the two plates was "very active" across the Indonesian archipelago, which is regularly rattled by earthquakes."The rock in the earth's crust in that area is being squashed by the relative movement of the two plate boundaries," he said.

Tsunami warning withdrawn

PETALING JAYA: The tsunami warning issued for four northern states was withdrawn by the Science, Technology and Innovation Ministry at about 11pm, two hours after the Meteorological Department issued an alert following an earthquake in Indonesia. Minister Datuk Seri Dr Jamaluddin Jarjis said the action was taken based on information received from department and other related authorities. Contact with Indonesian counterparts revealed that only a small tsunami was detected off Padang, he added. Dr Jamaluddin told The Star that the alert to the public was put out within 15 minutes of the information having been confirmed. Residents in several northern states in the peninsula had been put on an alert and warned to stay away from beaches after a powerful earthquake measuring 8.4 on the Richter scale struck off Sumatra at 7.10pm yesterday. On-site advisory: A policeman advising the public to stay away from the seafront at the Esplanade in Penang earlier Wednesday night.Fishermen were also asked to quickly return to shore. Dr Jamaluddin explained that latest information during a tsunami alert would be relayed to the police, relevant departments and the media as soon as they were confirmed. “The public will be able receive notices of evacuation via announcements on TV, radio and SMS within 15 minutes after information is relayed electronically from the buoys,” he pointed out. This was the first serious tsunami alert in Malaysia following the deadly tsunami disaster on Dec 26, 2004. Dr Jamaluddin said the possibility of a tsunami occurring could be detected via buoys placed in the Andaman Sea and near Pulau Layang-Layang off Sabah. According to an update issued at 8.50pm on the Meteorological Department website, a tsunami was detected at Padang, Indonesia, with a wave height of one to three metres. In Sungai Petani, hundreds of residents living in 10 coastal villages in Kota Kuala Muda fled their homes for a few hours following the tsunami alert. This reduced the villages to “eerie” zones, with only police personnel and firemen patrolling. For former fisherman Jamaluddin Mat Isa, 60, who was crippled following injuries suffered in the 2004 tsunami, the alert brought back horrendous memories. The fears of his wife, Siti Esah Che Noh, 51, and 10 children were further compounded when they were asked to move back to their home in Kampung Kepala Jalan, which is about 20m from the sea, on March 30, after being relocated following the 2004 tsunami.

Residents from about 20 households in Kampung Tepi Sungai packed their important documents and spent the night at relatives' homes away from the area. A police spokesman said they had been directed to patrol the coastal area in Kota Kuala Muda until at least midnight.

Thurs morning quake in Sumatra, no tsunami threat to Malaysia (update 4)

PETALING JAYA: A powerful earthquake measuring 7.8 on the Richter scale shook western Indonesia for the second straight day Thursday morning at about 7.49am (Malaysian time) and triggered a tsunami warning in Indonesia. Although tremors were felt in parts of the Klang Valley at around 8.15am, the Malaysian Meteorological Department said there was no tsunami threat to Malaysia at that time. The tremors were felt at high-rise buildings in Kuala Lumpur including the Menara TM building in Lembah Pantai and Nikko Hotel at Jalan Ampang. In Penang, tremors were also felt at some buildings in the city centre. Government servants evacuate their office building in Putrajaya this morning after tremors were felt as a result of the quake which hit Sumatra at 7.49am Malaysian time. This was the second quake that hit Sumatra. Wednesday evening another quake hit Bengkulu at 7.10pm Malaysian time. From Wednesday evening, more than 20 aftershocks from both quakes were felt, ranging from 4.6 to 7.1 on the Richter scale. The last one was at 2.32pm Malaysian time. The Meteorological Department said, as of 3pm Thursday, there were no tsunami threats to Malaysia.
According to Bernama, Malaysian Ambassador to Indonesia Datuk Zainal Abidin Mohamed Zin confirmed Thursday that all Malaysian students in Indonesia were safe.

The Meteorological Department's Seismology Division Director Dr Rosaidi Che Abas said that the public should not worry. "Usually, a big earthquake is followed by several tremors for several weeks. However, the aftershocks are normally smaller. "We expect the aftershocks to continue and being felt in Peninsular Malaysia with weaker agnitudes. The situation will continue and the public need not worry," he told Bernama.

According to AP, the US Geological Survey said the tremor at 7.49am Thursday had a preliminary magnitude of 7.8 and was centred 200km from Bengkulu, a city on Sumatra island, at a depth of 10km. In Padang, Sumatra, AP reports that at least nine people were killed and 49 injured in the twin tremors, which caused tall buildings to sway in at least three countries. On Wednesday, an 8.4-magnitude earthquake triggered a small non-destructive tsunami off Indonesia's coastal city of Padang on Sumatra, the island ravaged by the 2004 tsunami disaster. A tsunami warning was issued for wide areas of the region and nations as far away as Africa. Thursday's magnitude-7.8 quake rattled the same area of Sumatra and caused extensive damage. "Many buildings collapsed after this morning's quake,'' Padang Mayor Fauzi Bahar told El Shinta radio. "We're still trying to find out about victims.'' Thousands of frightened people piled in trucks or sought shelter on high ground. Rafael Abreu, a geologist with the US Geological Survey, said Thursday's quake did not appear to be an aftershock to the temblor the day before. But the centres of both were close together.

Australia's Bureau of Meteorology issued a warning that unusual waves could hit Christmas Island early Thursday, but locals said there was no sign of a tsunami about an hour after the predicted time. "The danger has passed,'' said Linda Cash, a manager at the Christmas Island Visitors Center, adding that police were warning people to stay away from beaches. "There was no wave or damage or anything.''

The Pacific Tsunami Warning Center in Hawaii warned Thursday's quake had the potential to generate a destructive regional tsunami along coasts within 1,000km of the epicentre. It advised authorities to take immediate action to evacuate coastal areas.

After Wednesday's quake, frightened people fled their homes and ran inland, fearing a repeat of the 2004 earthquake and tsunami off the coast of Sumatra that struck a dozen nations around the Indian Ocean. That disaster killing an estimated 230,000 people in a dozen nations, most of them in Aceh province on Sumatra. Jambi Quake Tremors Felt In KL, Highrise Building Dwellers Rush Out

KUALA LUMPUR, Sept 13 (Bernama) -- Anxiety gripped high-rise building dwellers in the Klang Valley again this morning when their premises rattled from the tremors of a powerful earthquake that struck Jambi province today. The 6.49am earthquake measuring 7.7 on the Richter scale hit south Sumatera, about 12 hours after a massive 8.2 quake rocked Bengkulu in west Sumatera yesterday. Tremors from the Jambi quake were felt at the Menara TM building in Lembah Pantai, Menara TH Selborn at Jalan Tun Abdul Razak and Nikko Hotel at Jalan Ampang, a spokesman of the Jalan Hang Tuah Fire and Rescue station said. He said the station received more than 50 frantic calls from the public on the tremors since 7.55am. As a precautionary measure the residents were asked to vacate their premises, he said.

They were allowed to return to their premises 45 minutes later, he said. "So far the situation is under control. Nevertheless, we are monitoring the situation closely. Civil Defence Department personnel are assisting us to check if the tremors had caused cracks in the buildings," he said. An employee at Menara TM told Bernama about 6,000 staff were ordered to vacate the building following the tremors. "The building security ordered us to vacate the building when tremors were felt at about 8am. We were allowed to return to our work stations at 9.30am after they conducted thorough checks for about an hour," he said. It was the same situation at Menara TH Selborn when employees who reported for work this morning felt the tremors at about 7.55am, forcing about 1,000 of them to leave the premises. Kuala Lumpur City Hall building engineers inspected the building for possible damage, he said.

Surprisingly, however, the tremors were not felt at the 88-storey Petronas Twin Towers, KL Tower and Menara Alor Setar in Kedah. KL Tower chief executive officer Datuk Zulkifli Mohamad said the tremors did not have any impact on the building. "The engineers have given their reports to me. The tremors did not cause any structural damage to the building. The KL Tower building is safe, so is the Menara Alor Setar," he said. Petronas Media Relations executive Ridzuan Zulkifli said the Petronas Twin Towers, the world's tallest building, is also safe.

Quake felt in Malaysia

KUALA LUMPUR:The massive earthquake off the western coast of Indonesia’s Sumatra island sent “shudders” to several parts of Malaysia. Residents in high-rise units either dashed down on their own or were directed to do so by security personnel. Most reported feeling tremors at about 7.15pm. A Kuala Lumpur City Hall official said the operations centre received information that tremors were felt in Setapak, Cheras, Jalan Pudu and several other parts of the city. “We are monitoring all high-rise buildings and have mobilised and sent out teams to the areas concerned,” he said, adding that minor cracks had appeared on two blocks of the Hospital Kuala Lumpur workers’ quarters.

No casualties were reported.

About 2,500 residents of the PPR Pudu Ulu flats and Pudu Impiana apartments in Jalan Pudu ran down when the tremors were felt. K. Nalathambi, 51, a resident of PPR Pudu Ulu flats, said he felt the building shaking and saw the cabinet in his living room “rattle”.

“It was scary as I had felt such a tremor during the last tsunami,” said the schoolbus driver who lives on the fifth floor. George Moir, 80, who lives in the Langkawi Apartments in Setapak, said he felt the tremor at about 7.15pm while sitting in front of his computer. About 3,000 residents of several blocks of the Penara flats in Taman Tasek Permaisuri, Cheras, also evacuated. Residents at the Hospital Kuala Lumpur quarters were among those asked to evacuate three blocks of flats. Gurdav Kaur, 40, said they were directed to do so almost immediately by police and Fire and Rescue Department personnel who used a loudhailer. They were not allowed to return until 9.30pm.

In JOHOR BARU, thousands of people at the Bukit Cagar flats evacuated their units.

Storekeeper Pang Tai Kuang, 35, said he was having a nap when he was awakened by the tremors, which lasted about 15 minutes. “I thought I was dreaming, but realised the tremors were real and dashed out,” he added. Housewife Juliana Ghazali, 28, who just gave birth three days ago, had a nervous time walking down from the 15th floor as the lift was out of service.

In MALACCA, residents of several high-rise apartments made a quick dash down after realising what had happened. Those living in Ujong Pasir and Banda Hilir were the most affected. Michael Nunis, 58, who was visiting a friend in Ujong Pasir, said the tremors made him feel dizzy. Gloria Wong, 30, said she was with her three children on the eighth floor of the 12-storey Kekwah Apartment when she felt the tremors. “I was scared and immediately rushed down with my children, using the staircase,” she said, adding that there were already about 100 people downstairs when they got down. Abdullah Bakar, 45, a guard at the apartment, was one of the calmer residents, saying this was not the first time he had experienced tremors. “This has happened about five or six times before,” he recalled.

The tremors were felt at the EPF building in Jalan Sultan Ahmad Shah, Komtar and Bangunan Tunku Syed Putra in Downing Street between 7.50am and 8.15am Thursday. State Domestic Trade and Consumer Affairs Ministry enforcement chief M. Gunaselan said he had just reached his 8th floor office on Downing Street when he suddenly felt dizzy. “I thought nothing of it until one of my staff told me that there was a tremor.

I went back to the office after the Fire and Rescue department gave the green light at 9.25am.” Perak Road Fire and Rescue Department operation chief Mohd Zin Salleh said his firemen did a floor-to-floor check of Komtar and found everything to be all right.

A state Meteorological Department spokesman said a series of aftershocks, which caused the tremors, were recorded following the massive earthquake in southern Sumatera. “The aftershocks at 7.49am and 9am probably caused the tremors in the town centre. Tsunami warning withdrawn

PETALING JAYA: The tsunami warning issued for four northern states was withdrawn by the Science, Technology and Innovation Ministry at about 11pm, two hours after the Meteorological Department issued an alert following an earthquake in Indonesia. Minister Datuk Seri Dr Jamaluddin Jarjis said the action was taken based on information received from department and other related authorities. Contact with Indonesian counterparts revealed that only a small tsunami was detected off Padang, he added. Dr Jamaluddin told The Star that the alert to the public was put out within 15 minutes of the information having been confirmed. Residents in several northern states in the peninsula had been put on an alert and warned to stay away from beaches after a powerful earthquake measuring 8.4 on the Richter scale struck off Sumatra at 7.10pm yesterday.

The fears of his wife, Siti Esah Che Noh, 51, and 10 children were further compounded when they were asked to move back to their home in Kampung Kepala Jalan, which is about 20m from the sea, on March 30, after being relocated following the 2004 tsunami.

Residents from about 20 households in Kampung Tepi Sungai packed their important documents and spent the night at relatives' homes away from the area. A police spokesman said they had been directed to patrol the coastal area in Kota Kuala Muda until at least midnight.

Penang seaside spots cleared for fear of tsunami

PENANG: Gurney Drive and the Esplanade here were cleared of people as soon as police received the Meteorological Department’s tsunami alert after the 8.2-magnitude earthquake in southern Sumatra last evening. George Town OCPD Asst Comm Azam Abd Hamid said patrol cars were immediately sent to these seaside haunts, which are popular with the locals for their hawker food and the sea breeze.

Police personnel warned the people to stay away from the promenade fronting the sea. State executive councillor Teng Chang Yeow said the Fire and Rescue Department had been put on stand-by. At the beach resorts in Tanjung Bungah and Batu Ferringhi, guests were advised to remain in the hotel.
Parkroyal Penang marketing communications manager Karen Chee said the hotel’s security department set up a camera on the rooftop to watch out for incoming tidal waves. The tsunami alert was called off at 11pm. Penang island was affected by the Dec 26, 2004, tsunami generated by an undersea quake west of Aceh in northern Sumatra. The killer waves struck the island as well as the coastal areas of Kedah, killing about 50 people.

In KLANG, the Selangor marine police were also put on standby although Selangor was not among the four states – Perlis, Kedah, Penang and Perak – on tsunami alert. “We have our men and equipment ready should the need arise,” said state marine police chief Asst Supt Mohd Khairuddin Jalam.

Islamic Party of Malaysia (PAS) vice president Mohamad Sabu (ABOVE) said he chided the personnel involved and reminded them that it is against the law for the police to behave so but instead Mohamad was shocked that live ammunitions were fired to disperse an "illegal" assembly. "This is the oddest thing that has happened in the history of public assembly in Malaysia," he said. "We urge for a royal commission to be formed to thoroughly investigate to the bottom of the matter and how such an incident could have happened in a place where we have held similar (public) events in the years past which had proceeded smoothly and peacefully," he said.

Mohamad said this when he was part of the PAS-Parti Keadilan Rakyat delegate which handed a memorandum of protest to the Inspector General of Police Tan Sri Musa Hassan on the use of live ammunition in the incident, here today. He was referring to the Sept 8 skirmish which broke out after the police denied a permit to an event calling for a free and fair elections in Malaysia. Two PAS members were injured as the result of firing of live ammunition in what the police said happened due to the aggressive behaviour by the public. This however has been dismissed as the police version of the story. No provision to use live bullets in Section 27(5) of Police Act Others present include PAS secretary general Kamarudin Jaffar, treasurer Dr Mohd Hatta Ramli, youth chief Salahudin Ayub, PKR information chief Tian Chua and youth chief Shamsul Iskandar Mat Akin.

Kamarudin pointed out the conflicting accounts given by the police on the rounds of live ammunitions fired. He said Prime Minister Abdullah Badawi, who had dismissed the incident as the desperate work of the opposition should have waited for the outcome of investigation of a Royal Commission before commenting on the issue. "How many rounds of live ammunition were used could not be ascertained until it has been established by a royal commission," he said.

Shamsul Iskandar said the government should not use the alleged burning the national flags as a ruse to divert the attention of the public from the "real issues". "If you refer to Section 27(5) of the Police Act, there are clear guidelines on what the police should do when handling an illegal assembly," he said. In the Altantuya Murder Trial – Day 36 (details H E R E), the counsel suggested that the photos taken (by the police) of the Jewelley found at Sirul Azhar were "staged" photos – precisely they called them “re-enacted”or “re-staged”. Even the Judge concurred saying that they “were taken after being informed”. All photos are taken for the best shot and sometimes reposed again. The police should throw away the cameras and replaced them with Video capable ones for the best, random, candid and spontaneous shots - as still shots can be easily extracted from any video clip.

Batu Buruk: Trigger happy culture of the police must end - Nasharudin

KUALA LUMPUR, Sept 12 (ES) - Islamic Party of Malaysia (PAS) deputy president Nasharudin Mat Isa has questioned the validity of the allegations that the national flag were burnt as a result of a skirmish that broke out in the north eastern state of Terengganu on Saturday. Instead he accused the police having a part in the incident. "What we've seen in the media is that those burning the flag were wearing helmets. We suspect the police of having a role (in this)," he said.

In a press conference held on Sept 11 after the launch of "PAS for all campaign" and the online version of PAS bulletin in Mandarin "Ren Men Shi Shi" at the party headquarters here today, Nasharudin said the police's "trigger happy" culture must be curbed. He said a memorandum would be sent to the Inspector General of Police today and police reports on the violence of the police which resulted in two people being severely injured but now in a stable condition, on the Sept 8 incident would also be lodged nationwide.

A memorandum would also be submitted to the National Human Rights Commission (SUHAKAM) on Thursday and the party would also take up the issue to the international human rights commissions. Therefore, he expressed surprise "there were certain media (personnel) who seemed particularly prepared to take pictures of people burning the (national) flag". On reported police assertions that the policeman who fired conflicting numbers of rounds of live ammunition was being beaten and was defending himself, Nasharuddin said that was the police "version" of the story. PAS Terengganu State Commissioner Datuk Mustafa Ali on Sept 10 openly accused the police of colluding with the ruling party for the "pre-planned" skirmishes and named a government official with close ties to Prime Minister Datuk Seri Abdullah Badawi of being involved in planning for the skirmishes. Internal Security Minister political secretary Senator Datuk Wan Ahmad Farid Wan Salleh however had denied the accusation. Police Seek Info On Rioters Who Burned Jalur Gemilang
KUALA TERENGGANU, Sept 12 (Bernama) -- Police are seeking public co-operation for information on Saturday's riot in Jalan Sultan Mahmud here, including setting ablaze the Jalur Gemilang by irresponsible individuals.
Terengganu CID deputy chief Supt Khairi Ahrasa said police had so far received a report on the incident from Terengganu Umno Youth and also from the Kuala Terengganu Municipal Council (MPKT) on damage to public property in the incident. In the incident on Saturday, about 750 people, believed to be supporters of an opposition party, acted violently, including setting ablaze the national flag, when police ordered them to disperse.

Seven people, including four policemen, were injured in the ensuing clashes. The incident was alleged to have started due to dissatisfaction over police action in not issuing a permit for the organisers to hold a "ceramah" (talk) at Batu Burok here. Meanwhile, Terengganu Umno Liaison secretary Datuk Rosol Wahid lauded a campaign organised by the state Umno Youth to collect signatures of the people in the state to protest over the action of the rioters in burning the national flag. Rosol launched the campaign, to be conducted for a month, today. Thurs morning quake in Sumatra, no tsunami threat to Malaysia (update 4)

PETALING JAYA: A powerful earthquake measuring 7.8 on the Richter scale shook western Indonesia for the second straight day Thursday morning at about 7.49am (Malaysian time) and triggered a tsunami warning in Indonesia. Although tremors were felt in parts of the Klang Valley at around 8.15am, the Malaysian Meteorological Department said there was no tsunami threat to Malaysia at that time. The tremors were felt at high-rise buildings in Kuala Lumpur including the Menara TM building in Lembah Pantai and Nikko Hotel at Jalan Ampang. In Penang, tremors were also felt at some buildings in the city centre. Government servants evacuate their office building in Putrajaya this morning after tremors were felt as a result of the quake which hit Sumatra at 7.49am Malaysian time. This was the second quake that hit Sumatra. Wednesday evening another quake hit Bengkulu at 7.10pm Malaysian time. From Wednesday evening, more than 20 aftershocks from both quakes were felt, ranging from 4.6 to 7.1 on the Richter scale. The last one was at 2.32pm Malaysian time. The Meteorological Department said, as of 3pm Thursday, there were no tsunami threats to Malaysia.
According to Bernama, Malaysian Ambassador to Indonesia Datuk Zainal Abidin Mohamed Zin confirmed Thursday that all Malaysian students in Indonesia were safe.

The Meteorological Department's Seismology Division Director Dr Rosaidi Che Abas said that the public should not worry. "Usually, a big earthquake is followed by several tremors for several weeks. However, the aftershocks are normally smaller. "We expect the aftershocks to continue and being felt in Peninsular Malaysia with weaker agnitudes. The situation will continue and the public need not worry," he told Bernama.

According to AP, the US Geological Survey said the tremor at 7.49am Thursday had a preliminary magnitude of 7.8 and was centred 200km from Bengkulu, a city on Sumatra island, at a depth of 10km. In Padang, Sumatra, AP reports that at least nine people were killed and 49 injured in the twin tremors, which caused tall buildings to sway in at least three countries. On Wednesday, an 8.4-magnitude earthquake triggered a small non-destructive tsunami off Indonesia's coastal city of Padang on Sumatra, the island ravaged by the 2004 tsunami disaster. A tsunami warning was issued for wide areas of the region and nations as far away as Africa. Thursday's magnitude-7.8 quake rattled the same area of Sumatra and caused extensive damage. "Many buildings collapsed after this morning's quake,'' Padang Mayor Fauzi Bahar told El Shinta radio. "We're still trying to find out about victims.'' Thousands of frightened people piled in trucks or sought shelter on high ground. Rafael Abreu, a geologist with the US Geological Survey, said Thursday's quake did not appear to be an aftershock to the temblor the day before. But the centres of both were close together.

The crowd that was seen outside Wisma EPF in Kuala Lumpur Thursday morning. Office workers just arriving at work found themselves being evacuated after tremors were felt in the capital city.

"We are not calling it an aftershock at this point. It's fairly large itself. It seems to be a different earthquake,'' Abreu said. "The quake seems to be pretty shallow,'' he said. "These are the quakes that can produce tsunamis.'' Indonesia issued a tsunami warning, lifted it and then reissued it. Australia's Bureau of Meteorology issued a warning that unusual waves could hit Christmas Island early Thursday, but locals said there was no sign of a tsunami about an hour after the predicted time. "The danger has passed,'' said Linda Cash, a manager at the Christmas Island Visitors Center, adding that police were warning people to stay away from beaches. "There was no wave or damage or anything.''

The Pacific Tsunami Warning Center in Hawaii warned Thursday's quake had the potential to generate a destructive regional tsunami along coasts within 1,000km of the epicentre. It advised authorities to take immediate action to evacuate coastal areas.

After Wednesday's quake, frightened people fled their homes and ran inland, fearing a repeat of the 2004 earthquake and tsunami off the coast of Sumatra that struck a dozen nations around the Indian Ocean. That disaster killing an estimated 230,000 people in a dozen nations, most of them in Aceh province on Sumatra. "Everyone is running out of their houses in every direction,'' Wati Said reported by cellphone from Bengkulu. "We think our neighborhood is high enough. God willing, if the water comes, it will not touch us here. ... Everyone is afraid.'' One witness, Budi Darmawan, said a three-story building near his office fell. "I saw it with my own eyes,'' he told El Shinta radio. Telephone lines and electricity were disrupted across a large swath of Indonesia, making it difficult to get information about damage and casualties. Death tolls released by several agencies ranged from five to nine. Rustam Pakaya, the chief of Health Crisis Center, gave the latter figure, which was based on information gathered from local hospitals, clinics and regional health offices. He said at least 49 people were injured. The first quake was felt in at least four countries, with tall buildings swaying in cities up to 2,000km away. It was followed by a series of strong aftershocks, further rattling residents. Suhardjono, a senior official with the local meteorological agency who like most Indonesians uses only one name, said a small tsunami, perhaps one metre (yard) high, struck Padang about 20min after Wednesday's quake. The Pacific Tsunami Warning Center also reported a small wave.

But most of the damage appeared to come from the ground shaking. Two people died when a car dealership collapsed in Padang and another was killed by a fire on the fourth floor of a damaged department store, a witness, Alfin, said by phone. Excavation machinery was being used to search the rubble for survivors, he said. In Indonesia's capital, Jakarta, hundreds of kilometres from the epicentre, office workers streamed down stairwells as tall office buildings swayed. High-rises also were affected in Malaysia, Singapore and Thailand. Sensitive to the 2004 tsunami disaster, governments issued alerts as far away as Kenya and Tanzania in East Africa, telling people to leave beaches. People in Mombasa, Kenya, crowded into buses after hearing the warning over the radio.

Thailand's National Disaster Warning Center sent cellphone text messages alerting hundreds of officials in six southern provinces, and authorities also were told to prepare in India's remote Andaman and Nicobar islands. Sri Lankans were told to move at least 200 metres (yards) inland. Indonesia, the world's largest archipelago, is prone to seismic upheaval due to its location on the "Ring of Fire,'' an arc of volcanos and fault lines encircling the Pacific Basin.

Jambi Quake Tremors Felt In KL, Highrise Building Dwellers Rush Out

KUALA LUMPUR, Sept 13 (Bernama) -- Anxiety gripped high-rise building dwellers in the Klang Valley again this morning when their premises rattled from the tremors of a powerful earthquake that struck Jambi province today. The 6.49am earthquake measuring 7.7 on the Richter scale hit south Sumatera, about 12 hours after a massive 8.2 quake rocked Bengkulu in west Sumatera yesterday. Tremors from the Jambi quake were felt at the Menara TM building in Lembah Pantai, Menara TH Selborn at Jalan Tun Abdul Razak and Nikko Hotel at Jalan Ampang, a spokesman of the Jalan Hang Tuah Fire and Rescue station said. He said the station received more than 50 frantic calls from the public on the tremors since 7.55am. As a precautionary measure the residents were asked to vacate their premises, he said.

They were allowed to return to their premises 45 minutes later, he said. "So far the situation is under control. Nevertheless, we are monitoring the situation closely. Civil Defence Department personnel are assisting us to check if the tremors had caused cracks in the buildings," he said. An employee at Menara TM told Bernama about 6,000 staff were ordered to vacate the building following the tremors. "The building security ordered us to vacate the building when tremors were felt at about 8am. We were allowed to return to our work stations at 9.30am after they conducted thorough checks for about an hour," he said. It was the same situation at Menara TH Selborn when employees who reported for work this morning felt the tremors at about 7.55am, forcing about 1,000 of them to leave the premises. Kuala Lumpur City Hall building engineers inspected the building for possible damage, he said.

Surprisingly, however, the tremors were not felt at the 88-storey Petronas Twin Towers, KL Tower and Menara Alor Setar in Kedah. KL Tower chief executive officer Datuk Zulkifli Mohamad said the tremors did not have any impact on the building. "The engineers have given their reports to me. The tremors did not cause any structural damage to the building. The KL Tower building is safe, so is the Menara Alor Setar," he said. Petronas Media Relations executive Ridzuan Zulkifli said the Petronas Twin Towers, the world's tallest building, is also safe.

Quake felt in Malaysia

KUALA LUMPUR:The massive earthquake off the western coast of Indonesia’s Sumatra island sent “shudders” to several parts of Malaysia. Residents in high-rise units either dashed down on their own or were directed to do so by security personnel. Most reported feeling tremors at about 7.15pm. A Kuala Lumpur City Hall official said the operations centre received information that tremors were felt in Setapak, Cheras, Jalan Pudu and several other parts of the city. “We are monitoring all high-rise buildings and have mobilised and sent out teams to the areas concerned,” he said, adding that minor cracks had appeared on two blocks of the Hospital Kuala Lumpur workers’ quarters.

No casualties were reported.

About 2,500 residents of the PPR Pudu Ulu flats and Pudu Impiana apartments in Jalan Pudu ran down when the tremors were felt. K. Nalathambi, 51, a resident of PPR Pudu Ulu flats, said he felt the building shaking and saw the cabinet in his living room “rattle”.

Safety zone: Residents of the Bukit Cagar flats evacuated their homes after feeling initial tremors as a result of the earthquake in Sumatra last evening.

“It was scary as I had felt such a tremor during the last tsunami,” said the schoolbus driver who lives on the fifth floor. George Moir, 80, who lives in the Langkawi Apartments in Setapak, said he felt the tremor at about 7.15pm while sitting in front of his computer. About 3,000 residents of several blocks of the Penara flats in Taman Tasek Permaisuri, Cheras, also evacuated. Residents at the Hospital Kuala Lumpur quarters were among those asked to evacuate three blocks of flats. Gurdav Kaur, 40, said they were directed to do so almost immediately by police and Fire and Rescue Department personnel who used a loudhailer. They were not allowed to return until 9.30pm.

In JOHOR BARU, thousands of people at the Bukit Cagar flats evacuated their units.

Storekeeper Pang Tai Kuang, 35, said he was having a nap when he was awakened by the tremors, which lasted about 15 minutes. “I thought I was dreaming, but realised the tremors were real and dashed out,” he added. Housewife Juliana Ghazali, 28, who just gave birth three days ago, had a nervous time walking down from the 15th floor as the lift was out of service.

In MALACCA, residents of several high-rise apartments made a quick dash down after realising what had happened. Those living in Ujong Pasir and Banda Hilir were the most affected. Michael Nunis, 58, who was visiting a friend in Ujong Pasir, said the tremors made him feel dizzy. Gloria Wong, 30, said she was with her three children on the eighth floor of the 12-storey Kekwah Apartment when she felt the tremors. “I was scared and immediately rushed down with my children, using the staircase,” she said, adding that there were already about 100 people downstairs when they got down. Abdullah Bakar, 45, a guard at the apartment, was one of the calmer residents, saying this was not the first time he had experienced tremors. “This has happened about five or six times before,” he recalled.

PENANG: Tremors caused by the 7.8-magnitude earthquake off Sumatera Thursday morning caused more than 4,000 workers from three government buildings here to flee their offices. The tremors were felt at the EPF building in Jalan Sultan Ahmad Shah, Komtar and Bangunan Tunku Syed Putra in Downing Street between 7.50am and 8.15am Thursday. State Domestic Trade and Consumer Affairs Ministry enforcement chief M. Gunaselan said he had just reached his 8th floor office on Downing Street when he suddenly felt dizzy. “I thought nothing of it until one of my staff told me that there was a tremor. I then walked to the ground floor with the rest of my staff,” he said. Penang Water Supply Corporation Sdn Bhd clerk Lim Saw Ean, 52, whose office was on the 28th floor of Komtar, said she and her colleagues felt their chairs sway at about 8am. “I have experienced quite a few tremors over the years but this was one of the worst. I went back to the office after the Fire and Rescue department gave the green light at 9.25am.” Perak Road Fire and Rescue Department operation chief Mohd Zin Salleh said his firemen did a floor-to-floor check of Komtar and found everything to be all right. “The building was structurally sound. We had received a call about the tremors at 8.41am. Two engines rushed to the scene within minutes upon receiving the call. “No untoward incident was reported. The evacuation of 2,255 people from Komtar went smoothly as they had undergone a fire drill about two weeks back,” he said when approached by reporters at the scene. A state Meteorological Department spokesman said a series of aftershocks, which caused the tremors, were recorded following the massive earthquake in southern Sumatera. “The aftershocks at 7.49am and 9am probably caused the tremors in the town centre. We are expecting more aftershocks over the next few hours.

Luck Saves Indonesia From Tsunami, Says Expert

MELBOURNE, Sept 13 (Bernama) -- An Australian expert said it is a matter of luck that Indonesia's powerful earthquake did not generate a devastating tsunami. Central Queensland University seismologist Mike Turnbull said the 8.2 magnitude tremor which struck in the ocean off southern Sumatra yesterday was equivalent in energy to more than 800,000 atomic bombs being exploded, the Australian Associated Press (AAP) reported. But the huge force of water displaced by the ocean earthquake was pushed out to sea rather than towards land, he said. "It was very fortunate that the plate mechanisms that triggered the earthquake caused the tsunami to go to the southwest, out into the Indian Ocean and then the Southern Ocean," Turnbull said."So there was very little effect from it." He said that if the water had been forced north, or south, rather than southwest, "it would have been awful" .The quake sparked chaos across the mountainous island, where buildings collapsed or were damaged in Padang and Bengkulu, killing at least six and injuring scores more, AAP said. It was felt 600km away in the capital Jakarta, where thousands fled swaying office blocks and homes, and in Singapore, Malaysia and Thailand.Tsunami alerts were issued for numerous countries, from northern Australia to Mozambique.Turnbull, of the Central Queensland Seismology Research Group, said the earthquake -- located on a plate boundary -- was caused by the build-up of pressure over thousands of years between two shifting plates -- the Australian Indian plate and the Asian plate to the northwest. He said the boundary between the two plates was "very active" across the Indonesian archipelago, which is regularly rattled by earthquakes."The rock in the earth's crust in that area is being squashed by the relative movement of the two plate boundaries," he said.

Tsunami warning withdrawn

PETALING JAYA: The tsunami warning issued for four northern states was withdrawn by the Science, Technology and Innovation Ministry at about 11pm, two hours after the Meteorological Department issued an alert following an earthquake in Indonesia. Minister Datuk Seri Dr Jamaluddin Jarjis said the action was taken based on information received from department and other related authorities. Contact with Indonesian counterparts revealed that only a small tsunami was detected off Padang, he added. Dr Jamaluddin told The Star that the alert to the public was put out within 15 minutes of the information having been confirmed. Residents in several northern states in the peninsula had been put on an alert and warned to stay away from beaches after a powerful earthquake measuring 8.4 on the Richter scale struck off Sumatra at 7.10pm yesterday. On-site advisory: A policeman advising the public to stay away from the seafront at the Esplanade in Penang earlier Wednesday night.Fishermen were also asked to quickly return to shore. Dr Jamaluddin explained that latest information during a tsunami alert would be relayed to the police, relevant departments and the media as soon as they were confirmed. “The public will be able receive notices of evacuation via announcements on TV, radio and SMS within 15 minutes after information is relayed electronically from the buoys,” he pointed out. This was the first serious tsunami alert in Malaysia following the deadly tsunami disaster on Dec 26, 2004. Dr Jamaluddin said the possibility of a tsunami occurring could be detected via buoys placed in the Andaman Sea and near Pulau Layang-Layang off Sabah. According to an update issued at 8.50pm on the Meteorological Department website, a tsunami was detected at Padang, Indonesia, with a wave height of one to three metres. In Sungai Petani, hundreds of residents living in 10 coastal villages in Kota Kuala Muda fled their homes for a few hours following the tsunami alert. This reduced the villages to “eerie” zones, with only police personnel and firemen patrolling. For former fisherman Jamaluddin Mat Isa, 60, who was crippled following injuries suffered in the 2004 tsunami, the alert brought back horrendous memories. The fears of his wife, Siti Esah Che Noh, 51, and 10 children were further compounded when they were asked to move back to their home in Kampung Kepala Jalan, which is about 20m from the sea, on March 30, after being relocated following the 2004 tsunami.

Residents from about 20 households in Kampung Tepi Sungai packed their important documents and spent the night at relatives' homes away from the area. A police spokesman said they had been directed to patrol the coastal area in Kota Kuala Muda until at least midnight.

Penang seaside spots cleared for fear of tsunami

PENANG: Gurney Drive and the Esplanade here were cleared of people as soon as police received the Meteorological Department’s tsunami alert after the 8.2-magnitude earthquake in southern Sumatra last evening. George Town OCPD Asst Comm Azam Abd Hamid said patrol cars were immediately sent to these seaside haunts, which are popular with the locals for their hawker food and the sea breeze. Police personnel warned the people to stay away from the promenade fronting the sea. State executive councillor Teng Chang Yeow said the Fire and Rescue Department had been put on stand-by. At the beach resorts in Tanjung Bungah and Batu Ferringhi, guests were advised to remain in the hotel. Parkroyal Penang marketing communications manager Karen Chee said the hotel’s security department set up a camera on the rooftop to watch out for incoming tidal waves. The tsunami alert was called off at 11pm. Penang island was affected by the Dec 26, 2004, tsunami generated by an undersea quake west of Aceh in northern Sumatra. The killer waves struck the island as well as the coastal areas of Kedah, killing about 50 people.

In KLANG, the Selangor marine police were also put on standby although Selangor was not among the four states – Perlis, Kedah, Penang and Perak – on tsunami alert. “We have our men and equipment ready should the need arise,” said state marine police chief Asst Supt Mohd Khairuddin Jalam.

The budget figures have been revised umpteen times before they settle on a certain figures with the aid of the powerful computers in MOF. The fiddling of the final development spending figure of RM40 billion figure to give the desire "feel good" budget deficit 3.1% must have been done much earlier as the Treasury's Economic Report was prepared earlier than the final version of the Budget figures read out by PM Abdullah.

Is this the same problem with the Bumi equity percentages that was hotly contested by Dr Lim Teck Ghee that cost him to sacrifice his job?

Budget figures & Abdullah's 'magical thinking'

Those who had applauded Abdullah Badawi for further reducing budget deficit from 3.2% of gross domestic product (GDP) in 2007 to 3.1% for the next fiscal year should take a re-look.
A
Singapore business newspaper has unearthed a discrepancy in the allocation for development spending that derails the figures that determined budget deficit. Economists are asking: Is Abdullah's budget deficit actually shrinking or soaring?

According to Business Times Singapore, the discrepancy is between figures in the Treasury's Economic Report (2007/2008), read in tandem with the Budget, and Abdullah's actual budget speech.
The Economic Report and Abdullah are consistent in that -- despite the record spending at RM176.9 billion -- they both maintained the federal budget deficit will continue to shrink from 3.3% of GDP in 2006 to 3.2% in 2007, and 3.1% in 2008. But the inputs used to arrive at the budget deficit estimated for 2008 were arithmetically conflicting and glaringly non-aligned.

In the Treasury's Economic Report, the figure given was RM40 billion (see ABOVE), 2.1% lower than the figure in 2007 and indicating a slightly contractionary budget.

However, in Abdullah's speech, the figure given was RM48.1 billion (see ABOVE), which is a record number and more than 15% higher than in the previous year.

"That's impossible," an economist at a Malaysian bank was quoted as saying by the Business Times. "The Economic Report states quite clearly that a deficit of 3.1 per cent would be attained on development spending of RM40 billion and not RM48 billion." If that mystifies economists, why didn't our business editors alert us? This is probably the first time a Malaysian PM's estimate for the budget deficit has become doubtful.

Kit Siang Disputes Figures In 2008 Budget

KUALA LUMPUR, Sept 12 (Bernama) -- Opposition leader Lim Kit Siang Wednesday sought clarification from the government over the difference in the figures for development allocation in the 2008 Budget tabled by Prime Minister Datuk Seri Abdullah Ahmad Badawi last Friday.
The DAP MP for Ipoh Timur claimed that Abdullah, when tabling the budget, announced an allocation of RM48.12 billion for development whereas the amount stated in the Economic Report 2007/2008 issued by the Finance Ministry was only RM40 billion. "This shows a difference of RM8.12 billion and the government should explain why this occurred," he told reporters at the Parliament lobby. Lim, who raised the matter during the debate in the Dewan Rakyat today, said a difference of RM8.12 billion was a big amount and could cause the
government to have a deficit budget of 3.1 per cent to 4.6 per cent.He said the difference in the figures was also highlighted in the Singapore Business Times.

PM: Rioting a deliberate Opposition tactic

KUCHING (Sept 11, 2007): Saturday’s rioting in Kuala Terengganu was a deliberate tactic by an Opposition party after it had failed to bring development to Terengganu, Datuk Seri Abdullah Ahmad Badawi (ABOVE) said today. The Prime Minister said the rioting could have been incited by the Opposition party due to pressure after it neglected to bring development to the state during the five years it was in power. PAS was the state government in Terengganu before Umno wrested it in the last general election.

"This is proof of their (the opposition party’s) irresponsibility who are devoid of ideas to develop the state," he told a news conference before departing for Singapore where he was delivering a keynote address in the Forbes Conference tonight. Abdullah said the Opposition party had purposely tried to smear the Barisan Nasional (BN) government because they had no chance to win in the next general election. Seven people were injured, two with gunshot wounds, when Opposition supporters clashed with police who were trying to disperse an illegal gathering of about 500 people on Jalan Sultan Mahmud.

Despite five verbal warnings, the crowd became aggressive and verbally abused Federal Reserve Unit personnel. They also reportedly hurled stones, home-made bombs and motolov cocktails at the police. Police arrested 23 people most of who have since been released on bail. Abdullah, who is also Internal Security Minister, said police would not invoke the Internal Security Act (ISA), which allows for detention without trial, against the rioters who have been detained but would deal with them under other existing laws.

He said the incident, which saw the burning of the national flag, showed the Opposition had bad intentions probably after it saw that people were happy and grateful to the government following the 50th Merdeka celebrations.

'Expel those who burn flag'

In the Dewan Rakyat today, B.Suresh Ram reported that the torching of the Jalur Gemilang ignited the MPs’ passion on the need to respect the national flag and punish those who insult and desecrate it.Barisan Nasional (BN) MPs were particularly worked up over the incident and asked that the stiffest possible punishment be meted to the perpetrators.

Datuk Md. Alwi Che Ahmad (BN-Ketereh), interjecting in the debate on Budget 2008 by Datuk Raja Ahmad Zainuddin Raja Omar (BN-Larut), asked whether the burning of the flag amounted to a rebellion (derhaka). "The flag amounts to our nation. Burning the flag amounts to a rebellion," he said.

Datuk Bung Mokhtar Radin (BN-Kinabatangan) said that in the past, he had talked about Wee Meng Chee over his action on the national anthem. "Today, there is another Wee Meng Chee. We should expel (halau) such people from the country. Use any law available to expel them," he said.

Mohd Said Yusof (BN-Jasin) said the act showed such people did not care about the dignity of the country when they committed such acts.

Raja Ahmad Zainuddin said such people, regardless of their political affiliation, had committed an act of rebellion by torching the national flag. "The authorities should investigate … they should find the mastermind behind the incident … irrespective of the political affiliation or the community they come from," he said.

Datuk Mohamad Aziz said: "Warriors would hold up the flag at whatever cost. If the right hand is incapacitated (putus), they hold it up with the left hand. But today the people have resorted to burning the flag," he said, adding that people who committed such acts should be detained under the Internal security Act or other laws.

Lim Kit Siang (DAP-Ipoh Timur) interjected and sought to defend Wee Meng Chee.

"Wee Meng Chee did not burn the Jalur Gemilang. Instead he took along the flag when he went to study overseas. He also took along the flag when he won a competition," he said.
Mohamad retorted: "This is not about whether he is a Chinese or a Malay. He was abusive of the country."

"But that is not fair. That is not right. He did not burn the flag," Lim said, amid an exchange of shouting from MPs.

Deputy Speaker Datuk Dr Yusof Yaacob, after several minutes, managed to bring the house under control after Datuk Ismail Abd Muttalib (BN-Maran) said: "The pensioners in the villages had never rebelled (derhaka). It was the youths in the town who burned the flags. They should get out of Malaysia."
Raja Ahmad Zainuddin, however, appealed to his peers not to jump the gun and let the authorities conduct their investigations. "Lets wait for the investigations. We want to know who is the mastermind (dalang)."

Salahuddin said: "Do not doubt our loyalty to the country. During our AGM, we raised the Malaysian flag too. BN MPs should listen to Raja Ahmad Zainuddin and allow investigations to be concluded."

KUALA LUMPUR, 11 Sept (Bernama) -- Anggota-anggota Parlimen hari ini meminta kerajaan bertindak membuang negara orang yang membakar Jalur Gemilang dalam kejadian rusuhan di Jalan Sultan Mahmud, Kuala Terengganu dua malam lepas. Datuk Raja Ahmad Zainuddin Raja Omar (BN-Larut) ketika membangkitkan isu itu di Dewan Rakyat semasa membahaskan Rang Undang-undang Perbekalan 2008, menyifatkan orang itu sebagai penderhaka kerana membakar panji negara. "Ini bukan perkara main-main, ini dosa besar menderhaka kepada negara...tidak kira parti politik mana, pihak berkuasa tidak boleh berdiam diri dan berkompromi," katanya.

Cadangan Raja Ahmad itu mendapat sokongan beberapa penyokong kerajaan yang menganggap mereka yang membakar Jalur Gemilang seperti membakar negara Malaysia. "Tidak kira apa bangsa, saya minta kerajaan ambil tindakan dengan menghalau mereka dari negara. Membakar bendera sama seperti membakar negara," kata Datuk Bung Mokhtar Radin (BN-Kinabatangan).
Datuk Mohd Said Yusof (BN-Jasin) pula berkata: "Mereka ini tidak pandai menjaga maruah bangsa, saya cadangkan agar kerajaan menarik balik kewarganegaraan mereka, negara tidak akan rugi."

Nazri: Take severe action against rioters

KUALA LUMPUR (Sept 10, 2007): Minister in the Prime Minister’s Department Datuk Seri Mohd Nazri Abdul Aziz (ABOVE) says severe action should be taken against the rioters in Kuala Terengganu on Saturday (Sept 8) evening. "I'm disappointed. Rioting is not only against the law but it is also an act of defiance against the police," he said in the Dewan Rakyat (Parliament) today. "Severe action will ensure such an incident did not recur," he added.Foreign Ministry parliamentary secretary Datuk Ahmad Shabeery Cheek said opposition party members rioted because "they feared losing again in the state in the next general elections".

Ahmad Shabeery, who is also the Kemaman MP and the state Barisan Nasional (BN) Information chief, said the opposition's behaviour would only affect the state’s tourism sector. Speaking to reporters in Parliament lobby, he called BN supporters in the state to remain calm and not react to the rioters.

Also in Parliament, Opposition leader Lim Kit Siang (DAP-Ipoh Timur) called for the establishment of an independent public inquiry into the Kuala Terengganu riot to establish its full facts and circumstances."Such a public inquiry is imperative as the Kuala Terengganu incident seems to have provided the final proof that all the three major objectives of the 125 recommendations of Royal Police Commission for world-class police service - to reduce crime, to eradicate corruption in the police force and to uphold and respect human rights - had been completely disregarded," he said in his debate on the Budget 2008. He added that the riots would not have happened if the recommendations of the commission to the police to respect human rights, in particular with regard to the fundamental right to hold assemblies, meetings and processions had been taken seriously.

Lim, however ,agreed that action should be taken against opposition members who burnt the Jalur Gemilang (national flag) during the riot. "It is unacceptable for such an act, irrespective of whether the person is opposition or otherwise," he said, adding that the law and regulations enforced by the police on permits for ceramah were lop-sided. "How could a peaceful ceramah could turn into a riot? Who is responsible for provoking it?" he asked.

Datuk Ismail Sabri Yaakob (BN-Bera) said the police were willing to issue the permit to the opposition party, but wanted the locationto be changed. "Holding the a cemah in a tourism area like Pantai Batu Burok is inappropriate"

In a telephone interview from Kuala Terengganu, state police chief SAC I Datuk Ayub Yaakob said the gunshots which hit two suspected rioters and injured them were not fired by police to disperse the rioting crowd. "It was fired in self-defence by a plainclothes policeman who was being attacked by a mob of over 20 people," he said, adding that the policeman was among the crowd when one of the rioters recognised him.

He said when the rioter began attacking the policeman, dozens of others in the crowd joined in the assault. "My personnel identified himself as a policeman but he was still punched and kicked, even after he fell to the ground. With more than 20 of them pouncing on him, he had no choice but to defend himself.
"He used his handgun and fired warning shots into the air and it was not until his attackers had fled did he realise he had shot two men," he said.
He said although the policeman was bleeding from his eyes and was badly bruised, he got up and ran towards other policemen to seek help for the injured rioters. The injured policeman was also hospitalised the same night and discharged on Sunday.

Ayub said: "It was not the police's intention to use any force on the crowd comprising mostly of opposition party members. We did not want it to end like this. I had told my personnel to use the soft approach at all times which they did.

"I told my men to advise them politely to disperse and not confront them as I do not believe in the use of force in resolving a problem unless it is the last and final resort. But when my men told them to leave because they did not have a permit to hold the ceramah, they became upset. Suddenly, they turned rowdy and unruly, they began shouting and yelling and even attacking police personnel." said Ayub.

He said initially only general duty policemen were sent out to the disperse the crowd of 500 people but when the situation turned ugly, the Federal Reserve Unit (FRU) was called in as the rioters started hurling bottles, stones and other objects at the general duty policemen at about 10pm. Ayub said the two protesters who suffered a gunshot each, another rioter and a policemen injured in the clash, are recovering and are in stable condition in a hospital here and Kubang Kerian Hospital.

Except for the injured men and another rioter who was caught after light explosives were found in his possession, police have released 18 of the 22 people detained in the incident which forced the police to use water cannons and tear gas to control the charging mob. "I understand the crowd was upset they could not hold the ceramah, it is only natural for them to feel that way but they should have some control of themselves and not resort to violence. We are carrying out our investigations to see who is behind all this mess or ignited this clash. "Although initial investigations show that my men had done everything by the book in crowd control but if at all I discover that they had not done so, they too will not be spared and will face severe action. I take full responsibility and assure a fair investigation," he added.

Meanwhile, Hospital Universiti Sains Malaysia director Dr Zaidun Kamari said the 38-year-old man who was shot on the left side of his chest underwent a three-hour operration at 8.30pm yesterday to remove a bullet. "His condition is stable."

Kuala Lumpur, The Coalition for Free and Fair Election (Bersih) condemned the police for using live ammunition to disperse the public attending its peace rally which was hosted by PAS.

Bersih spokesman Datuk Mustafa Ali, who is also Terengganu PAS commissioner, allged that plainclothes police officers were among the crowd to instigate the riot by refusing a permit. He said after the crowd was provoked, they tried to apprehend the undercover police officer and two of them, Suwandi Abdul Ghani, 37, and Muhamad Azman Aziz, 21, were shot.

"The government must set up a Royal Commission to conduct a full investigation on this matter," he told a press conference here yesterday. Mustafa said the incident had caused PAS to look like a party that did not adhere to the laws in conducting a peaceful ceramah or talk.

He said PAS, as the host of the Bersih's nationwide peace rally campaign to raise the awareness of the people for free and fair elections, had applied for polic e permit on Aug 30 but the application was rejected on Sept 6 on four grounds:
* the place is a dense public residential area;
* the infrastructure of the Batu Buruk recreation park was vandalised after similar events;
* disturbing public order in areas adjacent to the Al Muktafibillah Shah palace, houses of the judges and department chiefs; and
* causing disturbance to the tourists staying in the adjacent resorts.
"We cannot accept these reasons because they are untrue. We have been conducting ceramah and talks there since 1990s and we have never caused any problem," he added.

Parti Keadilan Rakyat secretary-general Tan Sri Khalid Ibrahim said the use of live ammunition in dispersing a crowd attending a peaceful ceramah terrified him the most. "It's very unnecessary and inappropriate to use live ammunition against unarmed civilians," he added.

DAP non-governmental-organisations bureau chief Ronnie Liu said Deputy Prime Minister Datuk Seri Najib Abdul Razak's statement on Sunday, justifying the police's action "is very dangerous as he is indirectly allowing the police to do the same in future political ceramah".

Batu Buruk: Trigger happy culture of the police must end - Nasharudin

KUALA LUMPUR, Sept 12 (ES) - Islamic Party of Malaysia (PAS) deputy president Nasharudin Mat Isa has questioned the validity of the allegations that the national flag were burnt as a result of a skirmish that broke out in the north eastern state of Terengganu on Saturday. Instead he accused the police having a part in the incident. "What we've seen in the media is that those burning the flag were wearing helmets. We suspect the police of having a role (in this)," he said.

In a press conference held on Sept 11 after the launch of "PAS for all campaign" and the online version of PAS bulletin in Mandarin "Ren Men Shi Shi" at the party headquarters here today, Nasharudin said the police's "trigger happy" culture must be curbed. He said a memorandum would be sent to the Inspector General of Police today and police reports on the violence of the police which resulted in two people being severely injured but now in a stable condition, on the Sept 8 incident would also be lodged nationwide. A memorandum would also be submitted to the National Human Rights Commission (SUHAKAM) on Thursday and the party would also take up the issue to the international human rights commissions. He also noted that photographers' cameras were confiscated and journalists were barred from covering the incident which happened after the police denied permission to the event which called for a free and fair election on a venue where gatherings had been held since in the 90's.

Therefore, he expressed surprise "there were certain media (personnel) who seemed particularly prepared to take pictures of people burning the (national) flag". On reported police assertions that the policeman who fired conflicting numbers of rounds of live ammunition was being beaten and was defending himself, Nasharuddin said that was the police "version" of the story. PAS Terengganu State Commissioner Datuk Mustafa Ali on Sept 10 openly accused the police of colluding with the ruling party for the "pre-planned" skirmishes and named a government official with close ties to Prime Minister Datuk Seri Abdullah Badawi of being involved in planning for the skirmishes. Internal Security Minister political secretary Senator Datuk Wan Ahmad Farid Wan Salleh however had denied the accusation. Calls for a Royal Commission of Inquiry on the incident were also made yesterday.-ES

Police Seek Info On Rioters Who Burned Jalur Gemilang
KUALA TERENGGANU, Sept 12 (Bernama) -- Police are seeking public co-operation for information on Saturday's riot in Jalan Sultan Mahmud here, including setting ablaze the Jalur Gemilang by irresponsible individuals.
Terengganu CID deputy chief Supt Khairi Ahrasa said police had so far received a report on the incident from Terengganu Umno Youth and also from the Kuala Terengganu Municipal Council (MPKT) on damage to public property in the incident. In the incident on Saturday, about 750 people, believed to be supporters of an opposition party, acted violently, including setting ablaze the national flag, when police ordered them to disperse.

Seven people, including four policemen, were injured in the ensuing clashes. The incident was alleged to have started due to dissatisfaction over police action in not issuing a permit for the organisers to hold a "ceramah" (talk) at Batu Burok here. Meanwhile, Terengganu Umno Liaison secretary Datuk Rosol Wahid lauded a campaign organised by the state Umno Youth to collect signatures of the people in the state to protest over the action of the rioters in burning the national flag. Rosol launched the campaign, to be conducted for a month, today. He also launched a website, www.khianatjgemilang.fotopages.com,(this is a red herring cooked-up link, see BELOW) containing pictures of Saturday's riot. State Umno Youth information chief Razali Idris said the signatures would then be handed over to Menteri Besar Datuk Seri Idris Jusoh.

Rioting Deliberate Opposition Tactic, Says PM

KUCHING, Sept 11 (Bernama) -- Saturday's rioting in Kuala Terengganu is a deliberate tactic by an opposition party after not being able to bring development to Terengganu, Datuk Seri Seri Abdullah Ahmad Badawi said Tuesday. The Prime Minister said the rioting could have been incited by the opposition party due to pressure for failing to bring development to the state during the five years it was in power. "This is proof of their irresponsibility and are devoid of ideas to develop the state," he told a news conference before departing for Singapore where he would deliver a keynote address at the Forbes Conference tonight. Abdullah said the opposition party had purposely intended to smear the Barisan Nasional (BN) government because they had no chance to win in the next general election. Seven people were injured, two with gunshot wounds, when opposition supporters clashed with police trying to disperse an illegal gathering at Jalan Sultan Mahmud. The riot was sparked when police ordered the crowd of 500 people to disperse peacefully. Despite five verbal warnings, the crowd became aggressive and verbally abused the Federal Reserve Unit personnel. They became even more violent and started hurling stones, home-made bombs and motolov cocktails at police.

Police have arrested 23 people in connection with the riot. Abdullah, who is also Internal Security Minister, however, said police would not invoke the Internal Security Act (ISA) against the rioters who have been detained but would deal with them under normal police procedures. He said the incident, which saw the burning of the national flag, showed the Opposition had bad intentions probably after seeing the people happy and grateful to the government as they ushered in the 50th independence anniversary celebrations. Abdullah hoped the people would appreciate and value the prevailing peace and security besides being able to reap the benefits of the country's progress.

On the 2006 Auditor-General's Report which highlighted several cases of mismanagement of public funds by ministries and government departments, the prime minister said ministers have been asked to explain the expenditures to the Auditor-General so that questions that arose could be clarifed. Abdullah said he issued the instruction at the cabinet meeting before he left for the Asia-Pacific Economic Cooperation (Apec) Leaders' Summit in Sydney. He was confident that the relevant authorities would be able to explain and get to the bottom of the "questionable expenditures".

KUALA LUMPUR, Sept 11 (Bernama) -- The Dewan Rakyat today rejected a motion to debate the riot in Kuala Terengganu on Saturday night in which seven people, including four policemen, were injured.

Dewan Rakyat Speaker Tan Sri Ramli Ngah Talib (ABOVE) dismissed the motion on the ground that although the issue was of public interest, it was noturgent. "What happened was the police were quelling a riot," he said.


When tabling the motion, Salahuddin Ayub (PAS-Kubang Kerian) (ABOVE) said the Internal Security Ministry should explain why live bullets had been used against unarmed civilians. "There are question marks over police integrity in this episode as it appeared that there was a `trigger-happy' attitude vis-a-vis civilians without giving a second thought to people's lives and public safety," he said. Salahuddin claimed that such an incident would not have happened if
police issued permits to those wishing to organise peaceful gatherings. The riot was sparked when police instructed the crowd of hundreds at an illegal political gathering at Jalan Sultan Mahmud, close to Batu Burokin the Terengganu capital, to disperse.

CPO: Cop was protecting women, kids

KUALA TERENGGANU: The police constable who shot at rioters who attacked him at an illegal gathering here on Saturday night was trying to protect a group of women and children. State police chief Senior Asst Comm (II) Datuk Ayub Yaakob said Kons Azmi Husin, who was in plainclothes, was directing the women and children to leave the area as the situation in Jalan Sultan Mahmud was unsafe. About 20 men armed with sharp weapons and sticks then spotted Kons Azmi and shouted “This man is Special Branch!” before assaulting him.
SAC Ayub said Kons Azmi, 29, was beaten until he collapsed, bleeding from the head. Lying on the ground, he took out his gun and fired four shots,” said the police chief yesterday. Two assailants were hit, one in the neck and the other in the shoulder. They have been warded at the
Sultanah Nur Zahirah Hospital here and Hospital Universiti Sains Malaysia in Kelantan, and are reported to be in stable condition. The riot was sparked off when police tried to disperse an illegal gathering of more than 500 at a political gathering organised by Bersih, a coalition of 60 non-governmental organisations pushing for electoral reform.
The gathering was supported by opposition parties PAS, Parti Keadilan Rakyat and DAP. Following the melee, seven people were injured and 23 arrested, of which 19 were later released. In Parliament yesterday, Opposition Leader Lim Kit Siang called for a public inquiry, saying that the incident could have been avoided if the police had not disregarded the Royal Police Commission’s recommendations to “respect the right to hold assemblies, meetings and processions”, ELIZABETH LOOI reports.
Datuk Mohd Aziz (BN – Sri Gading) countered that Bersih should not have held the gathering because it did not have a permit. At a press conference in
Kuala Lumpur, Terengganu PAS commissioner Datuk Mustafa Ali said the gathering was part of Bersih’s programmes to educate the public on the need for fair elections, LISA GOH reports.

When asked about homemade bombs and Molotov cocktails that were reported to have been hurled at police, he replied: “We didn’t know about that. That claim was made by the police.”

Anger over burning of Jalur Gemilang

KUALA LUMPUR: Two state Umno information chiefs have hit out at those who burnt the Jalur Gemilang during the riot in Kuala Terengganu on Saturday night.

Terengganu Umno information chief Datuk Ahmad Shabery Cheek said that such acts reflected total disrespect to the nation’s 50 years of Independence. “I am shocked and sad over what happened especially, when there are reports of destruction to public property,” he said at the Parliament lobby yesterday.

Kelantan Umno information chief Datuk Mohd Alwi Che Ahmad echoed Ahmad Shabery’s sentiments. “I condemn the Opposition’s tutelage of young minds, which had led to the burning of the national flag,” he added. Marang MP Datuk Abdul Rahman Bakar expressed his disgust on the torching of the Jalur Gemilang. “They (rioters) should not be forgiven,” he said. The riot in Kuala Terengganu was raised in Parliament yesterday. Opposition Leader Lim Kit Siang said the incident had marred the “feel good” effect of the 2008 Budget as well as the 50th Merdeka celebration. He questioned why a peaceful political gathering held by Bersih, a coalition of political parties and non-governmental organisations, had turned into a confrontation between the police and the crowd.

There should be a public inquiry into the incident,” he added. Terengganu Umno Youth information chief Razali Idris has lodged a police report against rioters who torched the Jalur Gemilang. More than a dozen Jalur Gemilang and Umno flags, and Barisan Nasional banners, were burned during the riot. MCA Youth chief Datuk Liow Tiong Lai said those involved in the riot should not have taken the law into their own hands. In Putrajaya, Umno vice-president Tan Sri Muhyiddin Yassin said the clash showed that the Opposition was resorting to cheap publicity. “This is their way of attracting the people’s attention now and to get their support,” he said.

Batu Buruk: BERSIH calls for a Royal Commission of Enquiry

KUALA LUMPUR, Sept 10 (ES) - Islamic Party of Malaysia (PAS) Terengganu Commissioner Datuk Mustafa Ali noted a group of individuals who came later at a roadblock erected by the police some half a kilometre away from the intended venue of the event on Sept 8, at Batu Buruk in Terengganu. Mustafa said several of these planted "agents of provocateur" had burned the flag of the rival party UMNO and instigated the crowd, who were prevented from reaching the intended venue for a political event. "But the people there could allegedly identify these (agents of provocateur) which had instigated the crowd as policemen who were not in uniform," he said. Mustafa stressed that provocations and instigations were not practices condoned and inculcated by the party, said the skirmish which resulted in two members of the public getting injured by live ammunition occurred after the public tried to nab these agents of provocateur. On reported claims by the police that they had acted in such a manner to defend themselves, Mustafa said that was "their version of the story".

"We have ours," he said. Mustafa said "this is the first time the police had used live ammunition in (disrupting) political event" said any used of live ammunition is contrary to "all convention". He said police reports had been filed and that the party would be instituting legal proceedings soon. In a press conference held at the party headquarters here today by a coalition of political party, non-governmental organizations and trade unions calling themselves as BERSIH, he also said a memorandum of protest would be sent to the Inspector General of Police, the state police and the National Human Rights Commission (SUHAKAM). A motion had also been submitted to Parliament to debate the incident. Among those present at the press conference were Democratic Action Party (DAP) Central Executive Member Ronnie Liu, BERSIH steering committee member Syed Azman Syed Ahmad, PAS vice president Mohamad Sabu, Parti Keadilan Rakyat (PKR) secretary general Tan Sri Abdul Khalid Ibrahim, Socialist Party of Malaysia (PSM) pro-tem secretary general S. Arutchelvan and human right group Suara Rakyat Malaysia (Suaram) executive director Yap Swee Seng.

Syed Azman said BERSIH would go on with its agenda of pressing for a free and fair election in Malaysia by holding an event tomorrow in Seremban. Mohamad noted an official reply to a question in Parliament from the government which had acknowledge that any political event from the opposition would be peaceful without provocation from the police. Arutchelvan said that a SUHAKAM report and the Police Royal Commission of Enquiry had acknowledge the "double standard" in giving out police permit for a public assembly. Image Ronnie meanwhile condemned deputy Prime Minister Datuk Seri Najib Razak who seemed to condone the action of the police and described Najib statement in letting the police to use live ammunition as "dangerous".

Doha Round Talks Hinge On Major Powers Showing Flexibility - Abdullah

SYDNEY, Sept 9 (Bernama) -- Prime Minister Datuk Seri Abdullah Ahmad Badawi today called on major powers to be flexible in the Doha Round free-trade negotiations to ensure a successful conclusion. He said the major powers had not been sufficiently flexible in their positions and warned that if such an approach continued, it would be difficult to conclude the stalled negotiations. "I find it difficult to be optimistic over the conclusion of the Doha Round simply because at the moment I see that major powers -- the US, Europe, Japan and France -- are not sufficiently flexible to help push forward the Doha Round processes to a conclusion," he said. Speaking at a news conference at the end of the Asia-Pacific Economic Cooperation (Apec) leaders' meeting here today, Abdullah said that there had been calls for major powers to show flexibility in their approach, but he found their positions to be "very, very strong". Abdullah said he was not blaming the countries concerned but as major economic powers they could afford to make some concessions, unlike small economies. "I don't want to blame anybody, that's a country's own position but as developed countries which have enormous wealth, they could make some concessions. Smaller countries with smaller wealth cannot do so because if we do, we will be left with nothing else," he said. In a standalone statement on the World Trade Organisation (WTO) negotiations issued after the meeting today, Apec leaders underlined the importance of WTO rules, global trading system and "our determination to bring the Doha Round to an early and successful conclusion". They said there had never been a more urgent need to make progress than now. "The Doha agenda is broad, but overall success at this stage depends critically on early progress in griculture and industrial products. Real progress has been made in these areas and our firm view is that the remaining differences can be successfully bridged," the statement said.

As intensive negotiations resumed in Geneva this week, the Apec leaders, whose economies account for nearly 50 per cent of world trade, also pledged "the political will, flexibility and ambition" to ensure the Doha Round negotiations enter their final phase this year. To this end, the leaders said they would instruct their ministers and officials to resume negotiations on the basis of the draft texts tabled by the chairs of the negotiating groups on agriculture and non-agricultural market access. "We insist that consensus will only be possible on the basis of an ambitious, balanced result that delivers real and substantial market access improvements for agricultural and industrial goods and for services and real and substantial reductions in trade-distorting agricultural subsidies," the statement said. Abdullah said: "I hope it could be concluded but unless we have some positive signs from countries that really want to and are prepared to be flexible, it's going to be difficult." On the proposal for an Apec-wide free trade area, Abdullah said it was an option discussed at the summit. "I think the stalled WTO talks in a way led to the development of so many bilateral free trade agreements (FTAs)...I think it is easier to negotiate for a bilateral FTA because you can negotiate your position and we can give and take. "But I did mention in the meeting that if we are to have an Apec FTA, we have to bear in mind that there are already so many bilateral trade agreements within our region. So we need to harmonise some of these provisions," he said.

A statement issued after the meeting today said that while a successful conclusion to the Doha Round remained the primary trade priority of Apec leaders, regional and bilateral free trade arrangements also played a valuable role in accelerating trade and investment liberalisation. The Apec therefore, through "a range of practical and incremental steps", will examine the options and prospects for a free trade area of the Asia-Pacific.

Does APEC merely add to global warming?

SYDNEY (Reuters) - As Asia-Pacific leaders jetted home on Sunday with yet another APEC souvenir to stuff into their "funny shirt" closet, folks back home may well ask: "So what did you get out of that meeting besides the outback raincoat?". Host Australia shelled out A$300 million ($250 million) to accommodate the 21 leaders of the Asia-Pacific Economic Cooperation forum in Sydney, whose disgruntled residents were subjected to the biggest security operation in the country's history. But leaders did come bearing gifts for Prime Minister John Howard, who is widely expected to call an election this week -- a $45 billion gas export deal with China, uranium sales to Russia, top-secret military technology from the United States. Much to the chagrin of green groups, non-environmentalist Howard burnished his legacy with a "Sydney Declaration", signing up APEC members to an "aspirational target" for cutting greenhouse gases. It's voluntary and non-binding, so no worries for APEC, which includes some of the world's biggest polluters. Green groups immediately dismissed the "Sydney distraction" as so much hot air adding to the warming of the globe.

DECISION-MAKING BODY

Critics say APEC has lost its focus on economics and trade by meandering into the fields of security and now the environment. But some analysts say that may be the price of its success. "APEC is more important now than ever, and though its role in some realms remains modest -- security is the most glaring example -- in other areas it is emerging as the global decision-making body," the security analysis Web site Stratfor.com said.

"APEC's growing power is most clearly on display when it tackles issues such as climate change and consumer product safety." So, when the APEC leaders, whose countries account for more than half of global trade, came out on Sunday with a strong endorsement of compromises on farm subsidies and industrial tariffs that negotiators are working on in Geneva, it must have been music to World Trade Organization chief Pascal Lamy's ears. For the past two decades, APEC has been quietly crafting some of the most important rules for global commerce. At the Sydney meeting it completed three more chapters for a model free trade agreement that can be rolled out anywhere along the Pacific rim.

APEC also offers an unparalleled public relations platform to push pet projects and causes -- and to network like crazy. U.S. President George W. Bush, who stopped off in Iraq on his way to Sydney, took every opportunity to defend the unpopular war. And to bolster the election fortunes of Howard, one of the most steadfast supporters of the war. "They refer to the Prime Minister around here as a battler," Bush said this week. "I know why: he's courageous, he's wise, he's determined." Russian President Vladimir Putin stopped off in Jakarta on the way to APEC to seal a $1 billion arms deal with Indonesia by way of advertising that Russia is back in the geopolitical game in Asia, after taking a long sabbatical from the Cold War. "The main outcome of the summit is that Russia has significantly upgraded its status in the grouping and in the region," a senior diplomat in the Russian delegation said. But China's Hu Jintao kept a relatively low profile, belying predictions that Beijing is big-footing APEC, founded in Canberra in 1989 with backing from the United States to push an Asia-Pacific free trade agenda.

Hu issued the usual stern warnings about Taiwan's leanings toward independence. But mostly he seemed keen to reassure his Asia-Pacific neighbors that Beijing, grappling with a series of product recalls ranging from toys to toothpaste, took product safety "very seriously". China's foreign ministry spokesman said Beijing did not have any larger ambitions in APEC. "On this issue, China definitely does not seek any kind of an important role, or to gain some kind of a leadership position," spokesman Liu Jianchao said in Sydney. Howard had enthused that APEC would make Australia "the centre of the universe in our region", but a comedy troupe stunt during APEC might have been the most-watched story overseas. Posing as the Canadian delegation, members of ABC TV's The Chaser show drove a "motorcade" through two checkpoints to within meters of Bush's hotel -- one of them made up to look like Osama bin Laden, and the designation "Insecurity" written on their convention passes. SYDNEY, Australia: Pacific Rim leaders agreed Saturday to curb global warming by improving energy use and expanding forests, laying out a plan they hope will influence future climate change talks but that critics dismissed as too timid. U.S. President George W. Bush, Russian President Vladimir Putin, China's Hu Jintao and leaders of other Asia-Pacific economies adopted the program at an annual summit after officials struck a deal between richer and developing nations over targets. The program's centerpieces are two modest goals — one on energy efficiency, the other on forests. Unlike the contentious, U.N.-backed Kyoto Protocol, it does not set targets on the greenhouse gas emissions which cause global warming, and its' goals are voluntary. Yet in bringing together the Asia-Pacific Economic Cooperation summit's disparate group of countries on a contentious issue, the program may carry weight in upcoming talks in Washington, New York and Indonesia for new post-Kyoto blueprint. "APEC leaders have charted a new international consensus for the region and the world," summit host Australian Prime Minister John Howard said, standing outside the graceful, shell-shaped Sydney Opera House where the leaders met. A massive demonstration that activist groups called for — and that authorities warned could be violent — mostly fizzled in the presence of a show of force by police and threats of arrest.

About 3,000 demonstrators (ABOVE) held a festive, mostly peaceful rally, protesting against Bush, the Iraq war and APEC's pro-business policies. Police arrested 17 protesters while two officers were injured. But protesters stayed on the approved route and away from a 3-meter (10-foot) metal fence police erected across downtown Sydney to cordon off summit sites. Aside from their group meeting, APEC leaders also took advantage of the gathering to confer with each other. Bush held a first-ever three-way meeting with Australia's Howard and Japan's Shinzo Abe to discuss India, China and other security issues. It was on climate change where APEC leaders hoped to break new ground. The grouping accounts for more than half the world's economy and contains most of its biggest polluters. "If you have APEC, especially the largest emitters — the U.S., China, Russia, Japan — sign up to an agreement like that, it would be hard to ignore at the global level," said Malcolm Cook of Sydney-based think-tank the Lowy Institute. But other climate change experts and environmental activists were dismissive, saying the goals were non-binding and so modest in scope as to render the program ineffective. "In practical terms, that will mean almost nothing," Frank Jotzo, an Australian National University expert in climate change economics, said if the plan. "It is very unambitious." Under the platform, APEC members will reduce "energy intensity" — the amount of energy needed to produce a dollar of gross domestic product — 25 percent by 2030. They pledged to increase forest cover in the region by at least 20 million hectares (50 million acres) by 2020. While an APEC statement said the added trees were enough to absorb about 11 percent of the greenhouse gases the world emitted in 2004, critics said the increase does not make up for ever-rising emissions levels. The "energy intensity" goal was particularly weak, Jotzo said, as it sets a rate that most economies are naturally meeting as they get richer and shift out of power-intensive manufacturing. "If the APEC statement is the platform for future action on climate change, then the world is in trouble," said Greenpeace energy campaigner Catherine Fitzpatrick. But in getting the United States, China and other countries to agree, APEC set some precedents. Unlike Kyoto, which largely exempted developing countries from targets, China has signed on to APEC's goals. In approving the APEC pact, the United States and Australia have agreed with China and other developing countries that richer countries should bear more of the costs in solving global warming. "That can potentially break this impasse between developed and developing countries," Jotzo said.

Apec Cannot Impose Emission Reduction Targets - Abdullah

SYDNEY, Sept 9 (Bernama) -- Leaders of the Asia-Pacific Economic Cooperation (Apec) view the issue of climate change seriously but the grouping cannot impose targets for greenhouse gas emission reductions, said Prime Minister Datuk Seri Abdullah Ahmad Badawi. "In any kind of agreement, we (in Apec) can't impose that by certain date everybody must be able to achieve the target because some countries may take more time," he told a news conference at the end of Apec summit here today. "What's important is understanding what we need to do," he said. Apec leaders adopted the Sydney Declaration on climate change yesterday which settled for "aspirational" goals to tackle the problem rather than committing to hard targets on emission reductions.
The declaration, among others, set out Apec's "aspirational" goal of a reduction in energy intensity of at least 25 per cent by 2030 with 2005 as the base year. "We're looking at climate change very seriously. Therefore, it's very important that countries must come together and act together. That's what we must do and that's the understanding that we have on this issue," he said.

SYDNEY, Sept 9 (Bernama) -- Leaders of the Asia- Pacific Economic Cooperation (Apec) concluded their meeting today with three statements on climate change, the Doha Round of global free-trade talks, and their collective commitment to regional economic integration, free and open markets and to the security of the people in the Pacific Rim. On climate change, the leaders agreed to work towards "aspirational" goals to tackle the problem, stopping short of setting hard targets on emission reductions. On the Doha Round, the leaders spelled out commitment to work "with renewed energy" to deliver an ambitious and balanced result. The leaders also agreed to accelerate regional economic integration by further reducing barriers to trade and investment, improving economic efficiency and facilitating integration in sectors such as transportation, telecommunications, mining and energy. "We have asked ministers and officials to carry forward this work and report back to us in 2008 with a summary of steps taken to promote regional economic integration," they said. They said regional economic integration would require not only enhanced trade and investment liberalisation and facilitation but also greater attention to "behind-the-border" issues that may impact on trade and commerce. "In that regard, we agreed on the need to further improve the efficiency of our domestic markets, raise productivity, enhance the resilience of our economies and sustain strong rates of growth through structural reforms".

Other issues discussed in Sydney included ways to strengthen protection and enforcement of intellectual property rights (IPR) in the region with the leaders agreeing to continued efforts by Apec economies to combat the sale of counterfeit and pirated goods. They also reaffirmed commitment to weed out corruption and promote good governance to build prosperity and a predictable business environment. On human security, the leaders recognised new risks and challenges to people and economies, including from the potential spread across borders of terrorism, pandemics, illicit drugs, contaminated products and the consequences of natural disasters. "We resolved to enhance our cooperation on challenges to human security and in so doing to remain closely attuned to the needs of business." They also reaffirmed commitment "to dismantle terrorist groups, eliminate the danger posed by the proliferation of weapons of mass destruction and to protect our economic and financial systems from abuse by terrorist groups".

The leaders also agreed on the need to develop a more robust approach to strengthening food and consumer product safety standards and practices in the region, using scientific risk-based approaches and without creating unnecessary impediments to trade.

After Climate Change, APEC Summit Shifts Focus To Trade Issues

SYDNEY, Sept 9 (Bernama) -- Leaders continued their second and final day of the Asia-Pacific Economic Cooperation (APEC) meeting here with the focus now centred on the more familiar territory of trade issues after days of tough talks on the divisive topic of climate change. Yesterday, the leaders adopted a watered-down Sydney Declaration on climate change which set out APEC's "aspirational" goal of a reduction in energy intensity of at least 25 per cent by 2030. According to the declaration, they had also decided to work on achieving an APEC-wide aspirational goal of increasing forest cover in the region by at least 20 million hectares of all types of forests by 2020.The meeting today was held at the Government House, built 160 years ago and reputed to be the most sophisticated example of a Gothic Revival building in New South Wales.

The adoption of the Sydney Declaration was seen as giving Australian Prime Minister John Howard a "green" boost ahead of the election which is expected to be called very soon. Prime Minister Datuk Seri Abdullah Ahmad Badawi, who joined other APEC leaders at today's meeting, told Malaysian journalists Saturday that Kuala Lumpur felt it was important for the Doha Round to be resolved successfully. "The talks have been long deferred and this can be regarded as detrimental to the developing countries. Therefore, it is also important for developed and industrialised countries in APEC to play their role so that the Doha Round can be reactivated," he said.US President George Bush was not present at the meeting as he had left Australia last night. The Doha Round of trade liberalisation talks, so-named as it was launched in Doha in 2001, came to a deadlock after World Trade Organisation members failed to agree on the extent of cuts in barriers to trade in agriculture, industrial goods and services. APEC groups Australia, Canada, China, Chile, Hong Kong, Brunei, Indonesia, Japan, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Russia, Singapore, South Korea, Taiwan, Thailand, Vietnam and the United States.

APEC Agrees To Aspirational Goals To Tackle Climate Change

SYDNEY, Sept 9 (Bernama) -- Asia- Pacific Economic Cooperation (APEC) leaders have achieved a consensus on the contentious climate change issue, and agreed to work towards "aspirational" goals to tackle the problem instead of committing to hard targets on emission reductions. According to the Sydney Declaration on Climate Change, Energy Security and Clean Development adopted at their meeting yesterday, Apec leaders said that they -- without prejudice to commitments in other fora --highlighted the importance of improving energy efficiency. They agreed to work towards achieving an APEC-wide regional "aspirational goal" of a reduction in energy intensity of at least 25 per cent by 2030 with 2005 as the base year. The leaders also decided to work towards achieving the aspirational goal of increasing forest cover in the region by at least 20 million hectares of all types of forests by 2020. The phrase "all types of forests" was a latter addition to the document, according to officials, as countries like Malaysia felt it was necessary to make it clear that the word "forest" would not only mean tropical forest. The goal, if achieved, would store approximately 1.4 billion tonnes of carbon, equivalent to around 11 per cent of annual global emissions in 2004, said the declaration which was released today. Malaysia, according to officials, had also insisted that the word "voluntary" be included in a paragraph on energy efficiency issues where the leaders "agreed to facilitate and review progress through the voluntary APEC Energy Peer Review Mechanism". The mechanism, established by APEC energy ministers in May, is to subject APEC members to undergo a voluntary progress review with regard to the implementation of measures to attain energy efficiency. The ministers had also decided to establish an Asia-Pacific network for sustainable forest management and rehabilitation to enhance capacity building and strengthen information sharing in the forestry sector. The leaders also reaffirmed their commitment to the United Nations Framework Convention on Climate Change (UNFCCC) and expressed support for a post-Kyoto Protocol international climate change arrangement. The Kyoto Protocol requires developed and industrialised nations to cut greenhouse gas emissions by 5 per cent below the 1990 levels by 2012. In December, the UN will convene a meeting in Bali to discuss a new arrangement to succeed the protocol. The declaration said: "We (leaders) are committed to the global objective of stabilising greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous human interference with the climate system." "The world needs to slow, stop and then reverse the growth of global greenhouse gas emissions," it said. APEC leaders also called for a post-2012 international climate change arrangement that would strengthen, broaden and deepen the current arrangements, leading to reduced global emissions of greenhouse gases. "APEC economies that are parties to the UNFCCC agree to work actively and constructively towards a comprehensive post-2012 arrangement at this year's UNFCCC conference," the statement added.

Rioting Deliberate Opposition Tactic, Says PM

KUCHING, Sept 11 (Bernama) -- Saturday's rioting in Kuala Terengganu is a deliberate tactic by an opposition party after not being able to bring development to Terengganu, Datuk Seri Seri Abdullah Ahmad Badawi said Tuesday. The Prime Minister said the rioting could have been incited by the opposition party due to pressure for failing to bring development to the state during the five years it was in power. "This is proof of their irresponsibility and are devoid of ideas to develop the state," he told a news conference before departing for Singapore where he would deliver a keynote address at the Forbes Conference tonight. Abdullah said the opposition party had purposely intended to smear the Barisan Nasional (BN) government because they had no chance to win in the next general election. Seven people were injured, two with gunshot wounds, when opposition supporters clashed with police trying to disperse an illegal gathering at Jalan Sultan Mahmud. The riot was sparked when police ordered the crowd of 500 people to disperse peacefully. Despite five verbal warnings, the crowd became aggressive and verbally abused the Federal Reserve Unit personnel. They became even more violent and started hurling stones, home-made bombs and motolov cocktails at police. Police have arrested 23 people in connection with the riot. Abdullah, who is also Internal Security Minister, however, said police would not invoke the Internal Security Act (ISA) against the rioters who have been detained but would deal with them under normal police procedures. He said the incident, which saw the burning of the national flag, showed the Opposition had bad intentions probably after seeing the people happy and grateful to the government as they ushered in the 50th independence anniversary celebrations. Abdullah hoped the people would appreciate and value the prevailing peace and security besides being able to reap the benefits of the country's progress.

On the 2006 Auditor-General's Report which highlighted several cases of mismanagement of public funds by ministries and government departments, the prime minister said ministers have been asked to explain the expenditures to the Auditor-General so that questions that arose could be clarifed. Abdullah said he issued the instruction at the cabinet meeting before he left for the Asia-Pacific Economic Cooperation (Apec) Leaders' Summit in Sydney. He was confident that the relevant authorities would be able to explain and get to the bottom of the "questionable expenditures".

CPO: Cop was protecting women, kids

KUALA TERENGGANU: The police constable who shot at rioters who attacked him at an illegal gathering here on Saturday night was trying to protect a group of women and children. State police chief Senior Asst Comm (II) Datuk Ayub Yaakob said Kons Azmi Husin, who was in plainclothes, was directing the women and children to leave the area as the situation in Jalan Sultan Mahmud was unsafe. About 20 men armed with sharp weapons and sticks then spotted Kons Azmi and shouted “This man is Special Branch!” before assaulting him.
SAC Ayub said Kons Azmi, 29, was beaten until he collapsed, bleeding from the head. Lying on the ground, he took out his gun and fired four shots,” said the police chief yesterday. Two assailants were hit, one in the neck and the other in the shoulder. They have been warded at the
Sultanah Nur Zahirah Hospital here and Hospital Universiti Sains Malaysia in Kelantan, and are reported to be in stable condition. The riot was sparked off when police tried to disperse an illegal gathering of more than 500 at a political gathering organised by Bersih, a coalition of 60 non-governmental organisations pushing for electoral reform.
The gathering was supported by opposition parties PAS, Parti Keadilan Rakyat and DAP. Following the melee, seven people were injured and 23 arrested, of which 19 were later released. In Parliament yesterday, Opposition Leader Lim Kit Siang called for a public inquiry, saying that the incident could have been avoided if the police had not disregarded the Royal Police Commission’s recommendations to “respect the right to hold assemblies, meetings and processions”, ELIZABETH LOOI reports.
Datuk Mohd Aziz (BN – Sri Gading) countered that Bersih should not have held the gathering because it did not have a permit. At a press conference in
Kuala Lumpur, Terengganu PAS commissioner Datuk Mustafa Ali said the gathering was part of Bersih’s programmes to educate the public on the need for fair elections, LISA GOH reports.

When asked about homemade bombs and Molotov cocktails that were reported to have been hurled at police, he replied: “We didn’t know about that. That claim was made by the police.”

Anger over burning of Jalur Gemilang

KUALA LUMPUR: Two state Umno information chiefs have hit out at those who burnt the Jalur Gemilang during the riot in Kuala Terengganu on Saturday night.

Terengganu Umno information chief Datuk Ahmad Shabery Cheek said that such acts reflected total disrespect to the nation’s 50 years of Independence. “I am shocked and sad over what happened especially, when there are reports of destruction to public property,” he said at the Parliament lobby yesterday.

Kelantan Umno information chief Datuk Mohd Alwi Che Ahmad echoed Ahmad Shabery’s sentiments. “I condemn the Opposition’s tutelage of young minds, which had led to the burning of the national flag,” he added. Marang MP Datuk Abdul Rahman Bakar expressed his disgust on the torching of the Jalur Gemilang. “They (rioters) should not be forgiven,” he said. The riot in Kuala Terengganu was raised in Parliament yesterday. Opposition Leader Lim Kit Siang said the incident had marred the “feel good” effect of the 2008 Budget as well as the 50th Merdeka celebration. He questioned why a peaceful political gathering held by Bersih, a coalition of political parties and non-governmental organisations, had turned into a confrontation between the police and the crowd.

There should be a public inquiry into the incident,” he added. Terengganu Umno Youth information chief Razali Idris has lodged a police report against rioters who torched the Jalur Gemilang. More than a dozen Jalur Gemilang and Umno flags, and Barisan Nasional banners, were burned during the riot. MCA Youth chief Datuk Liow Tiong Lai said those involved in the riot should not have taken the law into their own hands. In Putrajaya, Umno vice-president Tan Sri Muhyiddin Yassin said the clash showed that the Opposition was resorting to cheap publicity. “This is their way of attracting the people’s attention now and to get their support,” he said.

Batu Buruk: BERSIH calls for a Royal Commission of Enquiry

KUALA LUMPUR, Sept 10 (ES) - Islamic Party of Malaysia (PAS) Terengganu Commissioner Datuk Mustafa Ali noted a group of individuals who came later at a roadblock erected by the police some half a kilometre away from the intended venue of the event on Sept 8, at Batu Buruk in Terengganu. Mustafa said several of these planted "agents of provocateur" had burned the flag of the rival party UMNO and instigated the crowd, who were prevented from reaching the intended venue for a political event. "But the people there could allegedly identify these (agents of provocateur) which had instigated the crowd as policemen who were not in uniform," he said. Mustafa stressed that provocations and instigations were not practices condoned and inculcated by the party, said the skirmish which resulted in two members of the public getting injured by live ammunition occurred after the public tried to nab these agents of provocateur. On reported claims by the police that they had acted in such a manner to defend themselves, Mustafa said that was "their version of the story".

"We have ours," he said. Mustafa said "this is the first time the police had used live ammunition in (disrupting) political event" said any used of live ammunition is contrary to "all convention". He said police reports had been filed and that the party would be instituting legal proceedings soon. In a press conference held at the party headquarters here today by a coalition of political party, non-governmental organizations and trade unions calling themselves as BERSIH, he also said a memorandum of protest would be sent to the Inspector General of Police, the state police and the National Human Rights Commission (SUHAKAM). A motion had also been submitted to Parliament to debate the incident. Among those present at the press conference were Democratic Action Party (DAP) Central Executive Member Ronnie Liu, BERSIH steering committee member Syed Azman Syed Ahmad, PAS vice president Mohamad Sabu, Parti Keadilan Rakyat (PKR) secretary general Tan Sri Abdul Khalid Ibrahim, Socialist Party of Malaysia (PSM) pro-tem secretary general S. Arutchelvan and human right group Suara Rakyat Malaysia (Suaram) executive director Yap Swee Seng.

Syed Azman said BERSIH would go on with its agenda of pressing for a free and fair election in Malaysia by holding an event tomorrow in Seremban. He also called for the formation of a Royal Commission of Inquiry into the Batu Buruk incident. Mass demonstration for a free and fair election to be held Nov 10 Syed Azman who is also PAS central committee member, also reiterates BERSIH’s plan to hold a mass demonstration on Nov 10 in Kuala Lumpur to press for a free and fair election. Abdul Khalid said the action of the police using live ammunition was "most scary" and he said PKR was "offended" that the prime media had continued with the trend to portray the party as being responsible for skirmishes.

Mohamad noted an official reply to a question in Parliament from the government which had acknowledge that any political event from the opposition would be peaceful without provocation from the police. Arutchelvan said that a SUHAKAM report and the Police Royal Commission of Enquiry had acknowledge the "double standard" in giving out police permit for a public assembly. Image Ronnie meanwhile condemned deputy Prime Minister Datuk Seri Najib Razak who seemed to condone the action of the police and described Najib statement in letting the police to use live ammunition as "dangerous".
He said all photographs in the prime media were "all similar", and charged that the photos came from a "single source" and that they were "supplied by the authorities". Ronnie likened the action of the government to indirectly smeared the opposition of being violence like the tendency of the western media to "portray Palestinian youth throwing rocks at Israelis" without showing how army of the Zionist regime had first instigated violence.
Yap condemns the "tragedy" and noted how live ammunition has now been used to disperse a crowd for the first time ever. –ES

1 week remand order from Trengganu session Court for several PAS Supporters to help investigation into riots last night. At least 23 were arrested last night in clashes with close to 1000 people at Padang Batu Buruk, Jalan Sultan Mahmood to attend a ceremah which do not have a permit.
5 people were injured in the clashes including 4 police personnel. The rioters were throwing Molotov cocktails and stones and shouting abuses at the Police. At press time, 19 of the 23 were released on Police bail whilst 4 were remanded. The speakers (PAS (Vice-President, Mohd Sabu) Keadilan PKR treasurer (Tan Sri Khalid Ibrahim) and DAP (Leong Ngah Ngah) ,MP Triong, Pahang were told to attend a meeting regarding the ceremah permit but failed to turn up at 6pm.Some 350 FRU & policemen dispersed the crowd with the aid of water cannons.

Batu Buruk: Skirmish pre-planned - PAS

KUALA LUMPUR, Sept 10 (ES) - The police and the ruling party has been accused of colluding to a pre-planned” skirmish which resulted in two people being injured by “at least two rounds” of live ammunition after the authorities denied permission for an organised political event from being held at Batu Buruk in Terengganu, Saturday Sept 8.

Islamic Party of Malaysia (PAS) Terengganu commissioner Datuk Mustafa Ali (ABOVE Left) named Internal Security Minister political secretary Senator Datuk Wan Ahmad Farid Wan Salleh as among those allegedly responsible for the pre-planned skirmishes. In a press conference held at PAS headquarters here today by a coalition of political parties, trade unions and non-governmental organizations calling themselves BERSIH, Mustafa said witnesses are willing to come forward to testify that the skirmishes was pre-planned.

He said a police officer was informed in a meeting on the afternoon of Sept 8, of the identities of those attending the event and that plainclothed policemen were asked to wear a ribbon to identify themselves. “Full investigation must be done by the police to get the whole picture on what has transpired,” he said. He said UMNO from the ruling coalition had taken the measure because "the people had shown they were more than willing to reject UMNO and the ruling coalition in the next election." "That's why they have (to resort to these measures)," he said. Wan Ahmad Farid could not be immediately contacted for comments. Mustafa also noted that an application submitted for a police permit Aug 30 for the event which was to be held in a private premise, and the police rejected it on the grounds that the area was heavily populated and that the event would be a nuisance.

He rejected the reason given as "groundless" and noted that police officers came twice on Sept 7 and 8 to ask the owner of the premise to sign a letter not to allow the event from being held there. Mustafa said the police then dismantled a platform erected for the event at about 5pm on the day of the event - in the absence of owner - in a move he described as "morally and legally wrong". The event by BERSIH was to highlight the growing call for free and fair elections which among others includes the demand for postal ballot to be abolished, the use of indelible ink during voting day, the cleaning up of the voters rolls deemed to be littered with “phantom voters” and equal access to the media.

KUALA TERENGGANU: The rioters at the Parti Keadilan Rakyat ceramah here on Saturday night caused RM1 million in damage. State police chief Datuk Ayub Yaakob said 23 people were arrested for rioting in the incident, adding that three were injured along with four policemen. He said two of the rioters who were injured had been shot by a policeman when he was attacked. He said the constable had fired twice in the air after being pushed to the ground, somehow hitting the two suspects. Ayub said the two men and the constable were warded at the Sultanah Nur Zahirah Hospital, but the policeman was discharged yesterday. Also warded was Federal Reserve Unit personnel Lance Corporal Azmi Hussein, who was assaulted with sticks by a group of about 20 men. The others injured were given outpatient treatment at the same hospital. The 23 suspects, in their 20s and 30s, will be charged under Section 148 of the Penal Code for rioting and for other offences. The incident on Saturday saw 350 police and Federal Reserve Unit (FRU) personnel quelling about 600 rioters.

A crowd of 200, which had been waiting for a ceramah by Keadilan treasurer Tan Sri Khalid Ibrahim in Jalan Sultan Mahmud, Batu Buruk, turned unruly after the police Light Strike Force asked them to disperse. The crowd later swelled to 600 and began attacking the Light Strike Force, forcing it to call in the FRU. The FRU then used tear gas and water cannon to disperse the crowd, which became even more aggressive and began hurling Molotov cocktails and burning sticks. The FRU started to retreat around 1am, three hours after the incident, hoping that the crowd would become less aggressive. However, the mob pursued the police and FRU personnel. Three bonfires were lit using plastic road dividers, tree branches and construction material. Several flags were thrown into the bonfires. Commenting on the incident in Petaling Jaya, Deputy Prime Minister Datuk Seri Najib Razak said he felt police had acted according to the law. He said everyone, including Umno and other Barisan Nasional component

parties, were required to get police permits before holding functions. "Such laws apply to all and not just to the opposition parties. "The police acted accordingly. They have the responsibility of enforcing the law." Asked to comment on the rioters' refusal to disperse, Najib said they had to obey the law. "If we don't follow them, there will be anarchy in the country with no one respecting the rules and regulations." Earlier, Ayub said he ordered the police and FRU to retreat to prevent the situation from turning ugly. "Our main priority is to restore public order. We would have preferred it if no confrontation had taken place, but at the same time, we had to take action to show that we are not weak," he said. Ayub said police had invited organisers of the ceramah to the police station here for talks over the permit but up to 6pm on Saturday, no one had turned up. The permit for the ceramah, he said, was rejected on safety grounds as it was being held at a residential area and near government quarters.

KUALA TERENGGANU: Seven people were injured – two with gunshot wounds – when opposition supporters clashed with police trying to disperse an illegal political gathering on Saturday night. The riot was sparked when police ordered the crowd of 500 people gathering at Jalan Sultan Mahmud, close to Batu Burok, to disperse peacefully at 10pm. Despite five verbal warnings, the crowd became aggressive and verbally abused the Federal Reserve Unit personnel. Soon they became even more aggressive and started hurling stones, homemade bombs and Molotov cocktails at police.

Police retaliated with tear gas and water cannons and in the melee, shots were fired injuring two opposition supporters, aged 21 and 38. The two have been hospitalised. One is in serious condition with a neck injury at the Kubang Kerian Hospital in Kelantan. Four policemen were also injured. One was warded at the Sultanah Nur Zahirah hospital.

By 12.35am, 13 people were detained and the situation was brought under control. Police have obtained a remand order against four men believed to be members of opposition parties to facilitate police investigations into the clash. One of the remanded men is being investigated for having dangerous arms during the riot while two others are being investigated under the Explosive and Dangerous Weapons Act. Police later released 19 men on police bail. Several police 4WD and public vehicles were damaged in the clash. Kuala Terengganu Municipal Council’s decorative lights, flower pots, motorcycles, Umno flags and Barisan Nasional banners were also damaged.

Damage was estimated at about RM1mil. Terengganu police chief Senior Asst Comm Datuk Ayub Yaakob said 20 rioters attacked a policeman at Permai Inn Hotel’s car park. “One of the injured policemen had no choice but to fire at two of his attackers,” he said. SAC Ayub said the FRU was summoned to the ceramah after the organisers who invited PKR secretary-general Tan Sri Khalid Ibrahim to speak at the gathering failed to turn up to discuss the issue of obtaining a permit. It was learnt that the venue was not suitable for a ceramah as it was a tourist area and the road leading to the venue was often congested while top government officials also stay there. Police had suggested to the organiser to hold the ceramah at Rusila but no one turned up to discuss the matter. The ceramah was supported by PAS, PKR and DAP.

KeADILan condemns police violence in Batu Buruk; Tian Chua

Parti Keadilan Rakyat (KeADILan) condemns the heavy handed fashion in which the police violently disrupted a peaceful gathering and talk that was scheduled for the night of 8 September in Pantai Batu Buruk, Kuala Terengganu. Mere hours after the release of a "people friendly budget", we are shocked that the police decided to shoot live bullets into a crowd of innocent people gathered peacefully at a talk organised by the Coalition for Clean and Fair Elections (BERSIH). This was in addition to the use of tear gas, batons and handcuffs to brutally disperse the crowd.

While we have come to expect such injustices from the current government, the sheer amount of violence is appalling and has not been used to break up such a simple, peaceful gathering in an extremely long time. The shooting, gassing, beatings and arrests of scores of people whose only "crime" was to seek alternative views and information clearly indicates that the BN government has reached the heights of desperation in their cowardly and dishonorable attempt to hide their corruption and cruelty from the Malaysian people.

The extremely last-minute decision of the police to revoke the permit for the gathering which they had originally granted is not only unreasonable but also highly suspect, and points towards political meddling. KeADILan demands that the Prime Minister immediately ordered an independent inquiry into the incident. We also call upon all Malaysians who wish to preserve their rights to gather peacefully and seek alternative views to voice up our unequivocal condemnation of police brutality. The saga of the actual rain leakages in Parliament house has given our Works Minister plenty of leeway for him to leak all sorts of reasons. This is a very tactical red herring employed by him to give his estimates on the cost of repairs and remedies. (see below challenge from DAP Ronnie on the estimated cost of repairs given to one Jasaman Sdn Bhd by Samy) Recall the escalating repairs for the MMR2. He said different things at different times also to justify his action.

And the same is happening in these parliament leakages. Under pressure in Parliament, he gave the silly excuse of “rubbish damaging the water proofing membrane” at the roof. Even the PAS member was laughing that you don’t take and throw rubbish on the high roof. It is just the leftovers from the contractors too lazy to take them down and his utter FAILURE to admit negligence on the part of JKR to do proper maintenance. If he advises his men to get a dozen 4-Gallon empty plastic pails, the leakages can be temporarily halted when the pails are placed strategically (out of sight above preferably). For the leaks are just water drips and it will take ages to fill these pails up.

Furthermore, the roof in Parliament is a flat roof of concrete design (you could see his officers walking on them during inspection) and how in the hell can the debris thrown at the roof damage the membranes underneath? Or is he just being ignorant and did not express himself properly. Yes, rubbish can clog up draining holes and pipesand caused the overflow of water which will eventually find its lowest position to ground level.

But earlier on in May, he said the unusual rainfall was the cause of the leakages and his other boastful remarks include that Parliament House was build for 100 years. He is talking off his cuff too often when pressed by newsmen.
