Brothers, uncle to be charged with student's murder;

KUALA LUMPUR: Three brothers and their uncle are expected to be charged on Friday with the Aug 2 murder of Universiti Tunku Abdul Rahman (UTAR) student Tang Lai Meng, 20. Kajang OCPD Asst Comm Rosli Mohd Nizam said with the arrests, police have solved the case as they have gathered enough evidence against the four. The uncle, who was the prime suspect, was caught in an apartment unit in Bukit Jalil at 3pm on Saturday following a tip-off. ACP Rosli said police obtained a six-day remand order on the 36-year-old man on Sunday. The man also led police to the recovery of the Toyota Vios belonging to the victim, from a parking lot in Taman Angsana in Cheras, not far away from Bandar Mahkota Cheras where she was murdered.

“The car could not be driven as the vehicle was immobilised by its security system. We also recovered from the suspect, a laptop computer and a hand phone that belonged to the victim,” ACP Rosli said. It is learnt that the man was convicted for a drug offence and had been placed under restricted residence in Temerloh, Pahang, but escaped and stayed with his nephews. On Thursday, police detained the three brothers, aged 15, 18 and 30, at their home in Bandar Mahkota Cheras.

They were said to be neighbours to the victim. Following the arrests, police launched a manhunt for their uncle who had gone into hiding upon hearing the news that his nephews had been caught. Tang, from Menglembu, Perak, was found dead in the master bedroom of her rented double-storey house. A post-mortem revealed that Tang, a first-year business administration student, had died of suffocation and was repeatedly raped by her assailants.

KUALA LUMPUR: Police believe they have solved the rape-cum-murder case of a 20-year-old Universiti Tunku Abdul Rahman (Utar) student. A man was arrested in Bukit Jalil at 3pm yesterday and the stolen car of the victim recovered. Selangor state police chief Datuk Khalid Abu Bakar said the unemployed man was the uncle of the three brothers arrested by police on Friday and was believed to have been the mastermind of the brutal attack.

The siblings, aged 15, 22, and 30, stayed in Bandar Mahkota Cheras near the rented house of the victim, first-year business studies degree student Tang Lai Meng. The 34-year-old man had been convicted for a drug offence and been placed under restricted residence in Temerloh, Pahang, but escaped and stayed with his nephews. When questioned, the suspect revealed the location of the silver Toyota Vios that went missing on the night that Tang was killed.

The abandoned car was recovered at Taman Angsana in Cheras, not far from Bandar Mahkota Cheras. "The motive was to rob and murder. "We now consider the case solved," said Khalid. The man will be brought to the Kajang magistrate’s court, which is temporarily housed in the Palace of Justice in Putrajaya, today for police to obtain a remand order. Excluding this suspect, police have arrested and remanded eight people, including the brothers, to assist in the investigation. On Aug 2, Tang’s body was found in a bedroom by policemen who responded to a call from a neighbour. Several fingerprints were lifted from the scene and police discovered that Tang’s car was missing. A post-mortem showed she suffocated to death. There were also traces of semen on her.

KUALA LUMPUR (Aug 10, 2007): The on-going police probe into the murder of a Universiti Tunku Abdul Rahman (Utar) student has taken a twist with the arrest of three brothers. Police have also launched a manhunt for the trio's uncle who has gone into hiding. Malaysia's national news agency Bernama learnt that the uncle is suspected to have masterminded the attack on the victim, Tang Lai Meng, 20.

Selangor CPO Datuk Khalid Abu Bakar (ABOVE)said the siblings, who were remanded for a week, were odd-job workers aged between 15 and 30. He said they were picked up in their home in Bandar Mahkota Cheras yesterday, near where Tang stayed alone in a rented double-storey link house. "We waited for the right time to nab the brothers. With the arrests, the police have managed to obtain new leads into the killing. "As the siblings are very cooperative, we hope to complete our investigations soon," he told reporters after the closing ceremony of the Social Science Masters Programme 2005/2006 in the Royal Malaysia Police College here today.

The latest arrests bring to eight the number of people picked up to facilitate investigations into the murder of the first-year business administration student. The others are Tang's former boyfriend and four Pakistani security guards. Meanwhile, Kajang OCPD ACP Rosli Mohd Nizam said police were trying to determine whether the siblings had criminal records. THREE security guards were arrested on Saturday in connection with the Aug 2 rape and murder of 20-yearold student Tang Lai Meng in Section 1, Bandar Mahkota Cheras. The trio, Pakistanis aged between 27 and 45, who work in the neighbourhood were picked up around 2am. Initially, police had detained one of the suspects who was on duty. The other two suspects, his flatmates, were picked up later. Police had been looking for the suspects since the Universiti Tunku Abdul Rahman (Utar) undergraduate’s body was found three days ago. Kajang police chief Assistant Commissioner Rosli Mohd Nizam said they are being remanded for two weeks.

We hope these men will be able to provide more information on the case,” he said when contacted by The Malay Mail yesterday. Rosli also said the victim’s silver Toyota Vios, registration number AFT 2267, is still missing. It is learnt that police have put up an all-points bulletin to look for the car. “We are also looking for a couple who frequented the victim’s house as claimed by neighbours,” he said. The DNA samples taken from a man, in his 40s, believed to have been romantically involved with the victim were sent to the Chemistry Department for tests. The test report is expected to be ready next week. The man, from Ipoh, was frequently seen by neighbours visiting Tang. He turned up at Kajang police headquarters at 8pm on Thursday, hours after Tang’s body was found and spent several hours at the station, to have his statement recorded.

He had his statement recorded again when he was at Serdang Hospital, the following day. Some of the items missing from the house, such as a cell phone and a laptop, were believed to be gifts from him. Tang, a business administration student from Menglembu, Perak, was found in the master bedroom of her double-storey rented house by police, following a call from a neighbour. She was found lying on her side, her arms tied behind her back with a black T-shirt and her mouth stuffed with a pillow case. She was clad only in a T-shirt. Though there were no signs of forced entry into her room, there were signs of a break-in at the grille at the back of the house. It was earlier reported that a post-mortem revealed that Tang had died of suffocation, and was repeatedly raped and sodomised by her assailants.

Graduation pix arrive one day too late

IPOH: Universiti Tunku Abdul Rahman (Utar) student Tang Lai Meng died before she had a chance to see her graduation photos. Her father, Tang Ah Weng, 46, said Kolej Tunku Abdul Rahman, where she had recently graduated from, had sent the wrong photos to his second daughter.

The father of three said he would burn copies of the pictures during his daughter's cremation today – to allow her to get the photos in the afterlife, according to traditional beliefs. Lai Meng would be cremated at 11am at the Kek Look Seah Crematorium in Bercham. She was found dead in her rented house in Bandar Mahkota, Cheras, in Kuala Lumpur on Thursday.

Lai Meng, a first-year business administration student at Utar's Sungai Long branch, was found lying on her bed with her hands tied behind her back. She was only clad in a T-shirt and had a pillowcase wrapped around her neck. Earlier, MCA Youth deputy chief Datuk Ling Hee Leong said Lai Meng’s death was a great loss to the community, family and country. “We have been investing in developing human capital. “Her death is a blow as she was a straight-As student,” he said after leading a group of MCA leaders to visit the family and pay their last respects to Lai Meng.

PETALING JAYA: Police are looking for a Pakistani who worked as a security guard at Bandar Mahkota, Cheras, to help in investigations into the killing of Utar student Tang Lai Meng. The Pakistani has not turned up for work since Thursday, the day of the incident, according to state chief police officer Deputy Comm Datuk Khalid Abu Bakar. “We have contacted his employers and I urge anyone who knows his whereabouts to contact us. We are also looking for four women and a man. “One of the women is not a student,” he said, adding that the others, all in their 20s, were Tang's former housemates.

Earlier, Tang's family members identified her body at Serdang Hospital, where a post-mortem was carried out. The report revealed that she died of asphyxiation. Tang's mother Kang Xue Sia broke down after identifying her daughter’s body and kept muttering in Mandarin: “I told you not to study in KL but you did not listen. Now, see what has happened after just two months here.” Her father, Tang Ah Weng, 46, said Tang, who was the second of three siblings, came to the capital to continue her studies with three other friends. He said his wife had wanted their daughter to study in Singapore, adding that they had planned to buy the girl a house in Kuala Lumpur when she insisted on studying there. “Three days before the incident, she called and spoke to her mother but she did not mention any problem,” he said, when met at the hospital.

It is learnt that the Tang family had gone to the house and collected all the girl's belongings at 11am yesterday before claiming her body and returning to Ipoh. Utar director (external affairs) Low Bee Eng said the university council met yesterday to discuss the murder and an anti-crime campaign at the university. She said Utar council president Tun Dr Ling Liong Sik, who chaired the meeting, advised the students to be careful and understand the precautionary measures to be taken. Utar student representative’s council member Leong Chi Wei, 19, said Tang was a brilliant student. “I did not know her personally but I knew she was a straight-As student,” Leong said.

KUALA LUMPUR: More than one person is believed to have been involved in the sexual assault and murder of a Universiti Tunku Abdul Rahman (Utar) student on Thursday. From the evidence gathered so far, police believed that 20-year-old Tang Lai Meng was held down by at least two men and was sodomised. It is believed that a pillow was held over her face to muffle her screams. Police also confirmed that there was evidence of a break-in at the double-storey terrace house in Jalan Putera 4/1, Bandar Mahkota, Cheras, where Tang’s semi-nude body was found.

Selangor police chief Deputy Commissioner Datuk Khalid Abu Bakar said they were looking for several people who were last seen in the vicinity of the neighbourhood to help in investigations. "The victim’s boyfriend, a man in his 40s, has come forward to facilitate investigations and his statement has been recorded. "The boyfriend informed us that he had been visiting Tang during the weekends. "They had been going out together not long after Tang completed her Sijil Pelajaran Malaysia examination," Khalid said.

"Tang’s family members have also given their statements and investigations are on-going to locate her missing silver Toyota Vios," he said. The Toyota Vios, with the registration number AFT 2267, was a gift from Tang’s parents and the public are urged to contact the police if they see the car.
Apart from the car, Tang’s mobile phone, laptop and purse are also missing. Tang, who is from Taman Wang, Menglembu, in Perak, was a business studies (business administration) student. Police do not rule out the possibility that Tang, who had only stayed at the house for a month, had been secretly observed by her assailants before they struck early Thursday.

Police are also seeking a couple who frequently visited Tang and spent the night during these visits. It is believed they could shed some light on the investigation. Checks revealed that Tang had attended classes over the past few days prior to the attack.

On Thursday, Tang’s body, clad only in a T-shirt, was found in her bedroom by olicemen who responded to a call by her neighbour. The neighbour, in his 50s, was strolling along the back alley of the house about 11am on Thursday when he suspected that someone had broken into the house. The bottom part of the door grille was prised open and several window panes had been removed. The window grille had also been prised opened.

When the police arrived, they found the front gate and door unlocked. They entered the house to check and found Tang’s body. Tang was found lying sideways on a bed in the master bedroom on the top floor. Her hands were tied behind her back and there was a pillow case around her neck. There were no signs of struggle in the room and the front door lock was intact. Several fingerprints were also lifted from the scene.

The victim’s family arrived at 10.00am at Serdang Hospital in the morning to claim the body. It was a somber mood at the mortuary particularly the mother after identifying the body broke down and cried.

Her father Tang Ah Weng hopeed the police would apprehend the murderers soon and described her daughter as an independent person who managed to find the accommodation herself after being offered a place to study in UTAR Sungai Long campus.

Straight-A student found dead, sodomised

That was the gruesome fate of a 20-year-old female Universiti Tunku Abdul Rahman undergraduate, who was found dead in her rented home in Jalan Putera 4/1, Bandar Mahkota Cheras, yesterday. The body of Tang Lai Meng, an A-list student from Menglembu, Perak, was found in the master bedroom of the double-storey terrace house by police. Clad only in a T-shirt, Tang was found lying on her side, her arms tied to her back with a black T-shirt. Her bra and panties were found near the body. Police had gone to check on the house following a phone call by a neighbour at 11.30am, claiming that Tang’s home could have been broken into as the front door and gate were wide open.
Kajang police chief Assistant Commissioner Rosli Mohd Nizam said the victim is believed to have been sodomised.

There were semen stains on her anus but there were no wounds or bruises on the other parts of her body. There were also reddish marks on her arms,” he said. Investigators believe that the victim probably knew her assailant as the room did not appear to have been ransacked. “There was a pillowcase around her neck and we also found evidence of her being strangled. However, there was no blood around her,” said Rosli. Tang, a second year student in the Diploma in Business Administration programme at the Bandar Sg Long campus, was a straight-A student. Police found her September 2005 examination results, which showed that she had scored a CGPA of 4.0.
Her student pass was found next to the bed. Her cell phone, MyKad, laptop and cash, however, were missing. Police have recovered several fingerprints from the house. Although there were no signs of forced entry into her room, there were signs of a break-in at the grille at the back of the house. All clues point to a mysterious man, whom neighbours claim was a frequent visitor to the house. The man, described by neighbours as being in his 40s, drives a silver Proton Waja and regularly spent the night at Tang’s house.

Investigators are looking into the possibility that they may have been romantically involved. A 66-year-old neighbour, who only wished to be identified as Lim, was the fi rst to alert police when he saw Tang’s front door and gate wide open.
“I thought it was a robbery as several houses here had been broken into,” said the retiree.

“Later, when I heard about the murder, there is no one else I can think of except for this man. His silver Proton Waja was here most of the time. Sometimes at 1pm, 7pm, anytime. He frequently spent nights here because I’d see his car the following morning when I take my regular walk,” he said, describing the man as “broad shouldered” and “a little bit fat”. Lim also gave the vehicle’s registration number to police.

Another neighbour, M. Meena, said she last saw the man at 7 last night.
Sometimes, the girl would bring her friends over as well. But most of the time, the man was at the house,” said the 44- year-old widow. She added that the victim moved in three months ago. The man is being sought by police to help in investigations. It is learnt that Tang’s Toyota Vios, is also missing. The house, which the victim had rented on her own, was sparsely furnished. It only had a sofa, coffee table, wardrobe and bed.

The two other rooms upstairs were unoccupied. The case is being investigated under Section 302 of the Penal Code for murder. Tang’s body was sent to Serdang Hospital for a postmortem.

KAJANG (Aug 2, 2007): A 20-year-old Universiti Tunku Abdul Rahman (UTAR) undergraduate, believed to have been raped, was found strangled in her rented house in Bandar Mahkota Cheras near here early today. The semi-nude body of Tang Lai Meng, who is from Ipoh and a second year diploma in business administration student, was found with her hands bound to her back. An elderly neighbour in his 60s who declined to be named was taking his daily walk on the backlane of the the Jalan Putera 4/1 double-storey house in Section 1 at 11am when he spotted the backdoor grille pried open. Suspecting something amiss, he called the police who arrived within minutes and found the front gate and door ajar.

When calls to the occupants went unanswered, they stepped in and found Tang on a bed in the master bedroom. Police said Tang, clad only in a T-shirt, was strangled with a pillow case found coiled round her neck. They also found an examination result slip which showed Tang was a straight-As student. Investigators suspect the assailant, who is believed to be someone known to the victim, had gained entry into the house by breaking through the rear window and fled through the main door. Ulu Langat OCPD ACP Rosli Mohd Nizam said police are looking for a man, believed to be the victim's boyfriend, and two other housemates. He said police have classified the case as murder and will await a post mortem report from the Serdang Hospital to acertain if the victim was raped.

According to a neighbour, M.Meena, 44, who lives opposite Tang's house, the student who had never mingled or spoken to them moved into the house about three months ago. She said a middle-aged man who drove a silver Proton Waja often turned up to fetch the victim from the house. The housewife said there was also a couple whom she had seen putting up in the house but was unsure if they were tenants of the house. The elderly neighbour who called the police said he often saw the middle-aged man spending time in the house but was surprised that he had not turned up throughout the five hours police were at the scene dusting the place for clues with the help of forensics police and tracker dogs.

A police team rushed to the double-storey house at noon after receiving a report from a neighbour who saw the back grille door damaged and a window wide open. They found Lai Meng’s body in the front room upstairs. The police team also found the front doors open indicating that her assailant or assailants could have used the keys to open the doors from inside to flee. Lai Meng’s wallet was missing but other valuables in the house were untouched. Later in the evening, a relative reported to the police that the girl’s car was also missing.

Kajang OCPD Asst Comm Rosli Mohd Nizam said initial investigations showed that Lai Meng who is from Menglembu, Ipoh could have been attacked seven to eight hours before her body was discovered. We urge her housemates to contact us to assist in the investigations,” he said. Police were also looking for a woman in her 30’s who had made frequent visits to Lai Meng’s house.
A neighbour in his late 60’s, who did not want to be identified, said that he discovered the back grill door damaged and the window open when he was going for his morning walk at about 11am.

“I immediately contacted the police,” he said, adding that he had also noticed a man in a Silver Proton Waja frequenting the house. In Ipoh, Lai Meng’s family who operate a restaurant business at Bandar Baru Menglembu refused to believe the bad news when informed by reporters, SYLVIA LOOI reports. Her father, Tang Ah Weng, 46, then went to the Menglembu police station at about 3pm to enquire. Lai Meng’s death was only confirmed after relatives called up the Kajang police station at about 4.30pm. Earlier, Tang said the family last saw his second daughter on July 22. “She had returned to collect her results from Kolej Tunku Abdul Rahman in Kampar,” said the father of three children.

The setting up of UTAR is in line with the government’s effort to enhance and expand higher education opportunities to make Malaysians a learning and versatile society to support national development needs. UTAR is set to join Malaysia’s premier universities in line with the nation’s vision to expand its highly educated manpower resource in readiness for a knowledge-based economy in the 21st century.

The vision of UTAR is to be a premier university aspiring to achieve distinction in the advancement and dissemination of knowledge and expertise, emphasising nurturing and holistic development of the individual towards nation building. UTAR will pursue a rigorous academic approach towards producing disciplined graduates critical in their thinking and dedicated to the quest for knowledge, continuous learning and the pursuit of excellence.

UTAR FACULTIES, INSTITUTE AND CENTRE
As a comprehensive university, UTAR comprises an Institute of Postgraduate Studies and Research, a Centre for Extension Education and the following four Faculties, all approved by the Ministry of Education:
· Faculty of Accountancy and Management
· Faculty of Arts and Social Science
· Faculty of Engineering and Science
· Faculty of Information and Communication Technology
LOCATION OF CAMPUSES
Degree programmes for the Faculty of Information and Communication Technology and the Faculty of Arts and Social Science as well as the UTAR Foundation programmes are conducted at the Petaling Jaya Campus. The Faculty of Engineering and Science is housed at the Setapak Campus in Kuala Lumpur while the Faculty of Accountancy and Management conducts the degree programmes at UTAR’s campus located in Bandar Sungai Long, Cheras.
