JITRA, Aug 27 (Bernama) -- Deputy Internal Security Minister Datuk Mohd Johari Baharom described a video clip showing several policemen beating a youth during an interrogation as very disparaging.
"It shouldn't have happened... with kicks... (I) don't agree," he told reporters when asked to comment on the video clip shown by TV3 on its Buletin Utama news programme last night.
He said Deputy Inspector-General of Police, whom he had ontacted over the video clip had assured him that the case was being investigated.
Mohd Johari, who is also Kubang Pasu Member of Parliament, said the incident was believed to have occurred at Subang Jaya police station in May.
"It's too early to comment on it but I hope to receive a full report on the incident," he said, adding that he himself had watched the news bulletin. He said the officers and policemen involved in the incident were still working but police had begun investigation into the case.
On allegation by a teacher that he was handcuffed for voicing his displeasure at a policeman who reprimanded his wife for not wearing a seat belt while driving, Mohd Johari said he had not received the report yet.
The teacher, Afendi Ismail, 27, claimed that he was treated like a criminal for he was handcuffed while being taken to Jitra police station where he was not allowed to sit for two hours.
"We have to find out the actual reason. I can't comment because I have yet to get the report," said Mohd Johari. –
IGP to order probe into alleged police assault aired over TV
Police will investigate the alleged assault of two youths by uniformed "policemen" aired over a news clip on TV3's Bulletin Utama yesterday.
"If it is true, we will take action similar like what we had taken in other cases,' he told reporters.
Inspector-General of Police Tan Sri Mohd Bakri Omar said he would direct his officers to probe the incident which appeared to have occurred in what could have been a police station.
The four-minute clip, which also showed a youth being forced to lick his saliva off the floor, is believed to have been recorded on a handphone because of its poor quality.
"If it is true, we will take action similar like what we had taken in other cases,' he told reporters after presenting the coveted Special Task Force's grey beret to Sultan Ahmad Shah of Pahang at Darul Makmur Stadium today.
Mohd Bakri said he could not comment further on the matter as he had not seen the clip.
The Police, he added, would get more information on the incident from the television station.
He said the first thing to do was to establish where the alleged incident occurred.
"We also want to know why no report was lodged,' he added.
Mohd Bakri said he would be very strict in the matter as "I am very firm, you don't know me."

“I can’t comment further on an incident which I have no knowledge of,” he told reporters after attending a demonstration by the Special Action Team for the Sultan Pahang Sultan Ahmad Shah at the Darul Makmur Stadium here yesterday.
“If what was portrayed is found to be true, action will be taken as in similar cases previously. I am very firm (about this),” he said.
On the increase in the number of crimes nationwide, especially snatch thefts, Mohd Bakri said police would continue to work hard to maintain law and order with the resources that they had.
He said a study was needed to identify the causes for the increase in crime.
“There are many factors involved. Don’t expect the police to give ready answers or solutions,” he said.
Citing the crime-solving rate of over 40%, Mohd Bakri said all CPOs and OCPDs would conduct a study on the crime patterns in their areas.
“It is our bread and butter to know the trend and who are the ones responsible. That’s why we are able to solve crimes.”

AI: 'Police brutality' clip justifies IPCMC; Aug 28, 06 4:28pm [extract]
The latest incident of alleged police brutality aired on television recently
revealed the urgency and importance of establishing an independent and
transparent oversight mechanism, said Amnesty International (AI) Malaysia.
In a statement today, AI Malaysia executive director Josef Roy Benedict said
it is time Prime Minister Abdullah Ahmad Badawi looked into the issues of
police accountability rather than issuing ad-hoc directives to probe police
abuses and human rights violations.
"Therefore we urge the prime minister to immediately implement the long awaited IPCMC (Independent Police Complaints and Misconduct Commission) mechanism without further delay," he added.

One of the men, who was standing, landed a kick on one of the suspects' head and back, resulting in one of the men bleeding from the head.
Later, the cameraman was heard shouting to the suspects to lick a puddle on the floor, possibly the suspect's own saliva. The suspect was seen wiping the floor with a piece of cloth.
Later, a man in a police uniform appeared and cleaned up one of the suspects. The uniformed man tried to pacify the other man who had kicked the suspect earlier, when the latter tried to kick again. He managed to hit a suspect with his heel.

Use of handphones in "sensitive" areas such as police lock-ups will be strictly limited.
Deputy Internal Security Minister Datuk Mohd Johari Baharom said this was to prevent "irresponsible quarters" from video-taping incidents in such places.
"The ministry will study the appropriateness of using hand phones in sensitive spots like lock-ups," he said after the ministry's monthly gathering here.
