Datuk Ramli Yusoff At ACA HQ, Probably Charged This Afternoon

PUTRAJAYA, Nov 1 (Bernama) -- Federal Commercial Crimes Investigation Department Director Commissioner Datuk Ramli Yusoff turned up at the Anti-Corruption Agency (ACA) headquarters here Thursday. He arrived in a black BMW at 11.20am, accompanied by four lawyers and was met by an ACA officer.

It is learnt that after recording statements, the ACA detained Ramli at 11.45am and would charge him under the Anti-Corruption Act 1997 at a Kuala Lumpur court this afternoon, with failing to disclose full information on his assets in his sworn statement. Ramli has been under ACA probe following allegations that he had amassed assets worth RM27 million. Ramli denied the allegations at a press conference in Kuala Lumpur on Tuesday.

The gun smoke has settled in Bukit Aman, and there is a casualty. Star privy to the latest ACA investigations on CCID Director Director Datuk Ramli Yusoff has been alerted and reported today he would be charged for “not disclosing all information on his assets in his sworn statement”.

Earlier on yesterday, Datuk Nazri had more or less hinted that action would be taken when he said:

a witness who made a sworn statement would be charged in court if it was found to be untrue. That's perjury and the person will be charged. We cannot protect him. Perjury is the act of lying or making verifiably false statement on a material matter under oath or affirmation in a court of law or in any of various sworn statements in writing. It is a crime because the witness has sworn to tell the truth and, for the credibility of the court, witness testimony must be relied on as being truthful."

The harassment and questioning of his two sisters were a little red herring & diversion to get the charge papers ready.

CCID Director to face charges over his assets

KUALA LUMPUR: The Anti-Corruption Agency is expected to charge Commercial Crimes Investigation Department Director Datuk Ramli Yusoff today with not disclosing all information on his assets in his sworn statement. CCID Director Datuk Ramli Yusoff It is learnt that Comm Ramli will be formally charged at the Jalan Duta Sessions Court here under the Anti-Corruption Act 1997. Sources said the ACA had completed its investigation into Comm Ramli’s asset declaration and had forwarded its report to the Attorney-General for further action.

They said the A-G, Tan Sri Abd Gani Patel (ABOVE) was satisfied with the investigation and gave the ACA approval to charge Comm Ramli. Comm Ramli on Tuesday denied that he had accumulated wealth to the tune of RM27mil as reported by several newspapers. He even accused the ACA of leaking confidential information to the newspapers. He said he had declared all his assets and had nothing to hide,and that he had even obtained clearance and permission from former Inspector-General of Police Tan Sri Mohd Bakri Omar to buy land in Sabah as well as to be a company director.

The ACA’s investigation of Comm Ramli began after a report was lodged in July alleging that he had accumulated wealth beyond his means. The report had, among others, alleged that Comm Ramli owned a substantial amount of land in Sabah and had also allegedly abused his powers to get several villagers dwelling on the land arrested. However, the ACA’s focus on Comm Ramli is said to be solely on assets that he had allegedly failed to declare. The ACA had given Comm Ramli notice to declare his assets within 30 days. He only complied with the order after seeking an extension.

Additional Info: Rosli pleaded not Guilty in the Session Court pending trial in April 2008. Released on RM20,000 bail. Failed to declare his entire assets on 20th Sept at ACA Putra jaya. Arrested on 11th Oct, if convicted can be fined from 14 days to 20 years with a fine of RM100,000.

On Oct 13, Comm Ramli’s lawyer Rosli Dahalan (ABOVE) was charged in the Sessions Court here with not disclosing all information on his assets in his sworn statement. Rosli, 46, a partner in Lee Hishammuddin Allen & Gledhill, was alleged to have not complied with the terms of a notice dated July 17, 2007, issued by the Prosecutor under Section 32(1)(b) of the Anti-Corruption Act 1997, to give full information relating to his (Rosli's) assets.

CCID Director Questions ACA Action Against His Sisters

KUALA LUMPUR, Oct 31 (Bernama) -- Commercial Crime Investigation Department director Datuk Ramli Yusuff said today Anti-Corruption Agency ACA) action against his elder and younger sisters was highly questionable. He said the move by the ACA officers was questionable as Attorney-General Tan Sri Abdul Gani Patail had issued a statement yesterday that he was satisfied with the ACA investigation on the senior police officer and the investigation papers had already been handed over to him.

Ramli, in a press statement via his lawyer, said three ACA officers from the Kota Baharu office "accosted" his elder sister, Rohmah alias Hasmah Yusuff, 58, at her house in Kg Bunut Susu, Pasir Mas, Kelantan at about 9am today. He said Rohmah told the officers that she needed to look after their 83-year-old father who is suffering from various ailments. "My sister was asked by the ACA officers to follow them for the purpose of a witness statement being taken," he said. "My sister offered to make her statement at home, given my father's health, but she was forcibly informed that she would be arrested if she did not comply," Ramli said in the statement.

He said the ACA officers had also gone to see his younger sister, Roslina Yusoff,(with lawyer Havinderjit Singh ABOVE) 42, at her office but she was on leave. "She was informed by her office about the visit and she has contacted her lawyers and they have advised her to cooperate with the ACA," he added. The ACA officers, however, could not be contacted. Ramli said both his sisters have already given their statements to the ACA before. Yesterday, at a press conference at his office, Ramli admitted that he was the senior police officer under investigation by the ACA for allegedly having amassed wealth amounting to RM27 million. However, he denied the allegation and said he had already declared all his assets and they had been certified by an accountant. In a related development yesterday, Abdul Gani told reporters that the investigation against a "senior police officer" had been completed but he declined to say whether the officer would be charged in court.

In KOTA BAHARU, both the sisters of Ramli avoided reporters who approached them at the Kelantan ACA office where the pressmen had waited for about two hours.Kelantan ACA director Md Yusof Md Zain, when contacted by Bernama, declined comment on the matter and said everything was being conducted by ACA officers from the headquarters. A check by Bernama showed that everything was quiet at the white double-storey bungalow in Bunut Susu, Pasir Mas, where Ramli's father, Yusuff Ismail, stays. Two cars, a Kia and a Perodua Kelisa, were in the compound of the house. When questioned, Yusuff said he only knew of the allegations against his son from today's media reports. Yusuff, who was a policeman during the Japanese Occupation, said he has been staying at the bungalow with one of his daughters, whom he referred to as "Mah", following the death of his wife several years ago.

Johari: It’s my job to banish them

KUALA LUMPUR: Deputy Internal Security Minister Datuk Johari Baharum,(ABOVE) who instructed the Com-mercial Crimes Investigation De-partment to investigate Goh Cheng Poh @ Tunku for loan shark activities, does not want to be dragged into the Anti-Corruption Agency’s probe into the department.

“My job as Internal Security Deputy Minister is to sign the order to banish the subject – in this case Goh Cheng Poh @ Tunku – who is alleged to be involved in loan shark or Ah Long activities. “How the CCID officers obtained their information or intelligence is up to them. I trust them. As long as I’m satisfied with the reasons given, I will execute the order,” he said when contacted yesterday. Johari, who is joint chairman of the Cabinet Committee on Ah Longs, said it was up to the ACA to investigate if the CCID officers had falsified witnesses’ statements pertaining to Goh who had been banished before.

He maintained that he had directed the CCID to investigate Goh as he had information from his sources as well as from the public of Goh’s alleged involvement in loan shark activities. In Parliament, Datuk Fu Ah Kiow who is also Deputy Internal Security Minister, reiterated that there was no conflict within the police force, in response to Opposition Leader Lim Kit Siang’s demand for details on the investigation into the CCID. Fu refused to elaborate on the investigation, except to say that the ACA had completed its findings and a report had been submitted to the Attorney-General’s chambers. Meanwhile, Minister in the Prime Minister’s Department Datuk Seri Nazri Aziz said CCID director Datuk Ramli Yusuff should have used the court to defend himself instead of speaking to the media about the ACA investigation on him. Shattered peace on the hill; Comment by WONG CHUN WAI;STAR

IT'S totally unprecedented – a high-ranking police officer calling a press conference to accuse the Anti-Corruption Agency of setting him up and the police force of not backing him. Datuk Ramli Yusoff is no ordinary cop. He is the Commercial Crimes Investigation Department (CCID) director and ranked in the top five of the police hierarchy. At one point, he was said to be in the running for the Inspector-General of Police post. Peaceful surroundings: The goings-on at Bukit Aman can only be described as unprecedented and a scary development.

On Tuesday, Ramli came out in the open and admitted that he was the so-called RM27mil cop that the media had kept referring to in their reports on the probe. Clearly angry and even bitter, Ramli, 55, who is set to retire in March, blasted the ACA, the Attorney-General and the police for the manner in which they had carried out their investigations. Ramli knows the law well. He has a law degree from the International Islamic University and a Masters law degree from the University of London. He is also married to a Sessions Court judge. Ironically, Ramli who rose from the ranks of a constable, was at one time the boss of the current Inspector-General of Police Tan Sri Musa Hassan. But they are now engaged in an open feud.

Sitting with a group of senior officers, Ramli said he had nothing to hide and that his sources of income – buying and selling properties including shares – were all declared under oath. There is more than this dramatic revelation. On Oct 25, Sergeant-Major Hasan Aman, 49, and ASP Hong Keng Hock, 42, were charged at the Malacca Sessions Court with falsifying witness statements. Hong and Deputy Supt Baharin Mohd Rose, 52, were charged in Kuala Lumpur, also with using false documents, against businessman Goh Cheng Poh @ Tengku. Two days later, the duo, who are with the CCID, were charged with falsifying a witness statement in Pulai on June 5. Again, the charges have been unprecedented and some security and political analysts have even described the developments in the police force as worrisome with talk that there are factions supported by different powerful political personalities.

Deputy Security Minister Datuk Fu Ah Kiow has dismissed talk there is a “war” between the police and the Internal Security Ministry, in replying to Opposition Leader Lim Kit Siang who said from press reports, it sounded as if there was a power play between the ministry and the police. Fu’s statement, in downplaying the issue, is understandable, as the stability of the institution needs to be protected. It is the job of the police to maintain the security and peace of the nation. After all, the police headquarters is located at Bukit Aman and as the name suggest, the Government and the people have high expectations of the police force, particularly in keeping the country safe. But in August, IGP Musa startled the country when he revealed that he had been framed by his own men and warned his colleagues not to abuse their powers.

It was a loaded remark from the top policeman and on the same day he spoke to the media, two packages containing 12-gauge shotgun cartridges were found addressed to him. The parcels, which also contained a threatening note, were discovered by workers at the Bintulu post office. No one is sure whether the so-called efforts to topple him and the parcel were related but one thing is for sure, the IGP's post is a hot seat. And no one can deny the talk of disunity within the top brass of the force. Many policemen have found it hard to deal with Musa – he has cracked the whip, declared war against graft and transferred certain senior officials. He has also insisted that all policemen wear the Saya Anti-Rasuah badges on their uniforms.

Musa has also made it compulsory for all policemen to declare their assets every six months and the lifestyles of his officers have also come under scrutiny. If they were to buy or sell property, Musa has ordered them to update their records. The sentiment is that Musa has been over-zealous in his task with some openly making known their displeasure of the regular transfers. Others said there can never be a quick-fix solution in the police force, where corruption has been long been an issue. It is well known that angry letters have been sent to Musa. His actions have hurt him, and he has been subjected to all kinds of allegations on the Internet. But the ACA has cleared him. More important, he has the Prime Minister’s backing. Musa has to accept the fact that in any organisation, there will always be resentment, jealousy and envy. Still, the power play is somewhat scary, if not macabre, to most Malaysians who have never witnessed such open tension within the police force. Maybe it’s Halloween but the can of worms being opened is disturbing, nevertheless.

Ramli knows the law well. He has a law degree from the International Islamic University and a Masters law degree from the University of London. He is also married to a Sessions Court judge. Ironically, Ramli who rose from the ranks of a constable, was at one time the boss of the current Inspector-General of Police Tan Sri Musa Hassan. But they are now engaged in an open feud.

Sitting with a group of senior officers, Ramli said he had nothing to hide and that his sources of income – buying and selling properties including shares – were all declared under oath. There is more than this dramatic revelation. On Oct 25, Sergeant-Major Hasan Aman, 49, and ASP Hong Keng Hock, 42, were charged at the Malacca Sessions Court with falsifying witness statements. Hong and Deputy Supt Baharin Mohd Rose, 52, were charged in Kuala Lumpur, also with using false documents, against businessman Goh Cheng Poh @ Tengku. Two days later, the duo, who are with the CCID, were charged with falsifying a witness statement in Pulai on June 5. Again, the charges have been unprecedented and some security and political analysts have even described the developments in the police force as worrisome with talk that there are factions supported by different powerful political personalities.

Deputy Security Minister Datuk Fu Ah Kiow has dismissed talk there is a “war” between the police and the Internal Security Ministry, in replying to Opposition Leader Lim Kit Siang who said from press reports, it sounded as if there was a power play between the ministry and the police. Fu’s statement, in downplaying the issue, is understandable, as the stability of the institution needs to be protected. It is the job of the police to maintain the security and peace of the nation. After all, the police headquarters is located at Bukit Aman and as the name suggest, the Government and the people have high expectations of the police force, particularly in keeping the country safe. But in August, IGP Musa startled the country when he revealed that he had been framed by his own men and warned his colleagues not to abuse their powers.

It was a loaded remark from the top policeman and on the same day he spoke to the media, two packages containing 12-gauge shotgun cartridges were found addressed to him. The parcels, which also contained a threatening note, were discovered by workers at the Bintulu post office. No one is sure whether the so-called efforts to topple him and the parcel were related but one thing is for sure, the IGP's post is a hot seat. And no one can deny the talk of disunity within the top brass of the force. Many policemen have found it hard to deal with Musa – he has cracked the whip, declared war against graft and transferred certain senior officials. He has also insisted that all policemen wear the Saya Anti-Rasuah badges on their uniforms.

Musa has also made it compulsory for all policemen to declare their assets every six months and the lifestyles of his officers have also come under scrutiny. If they were to buy or sell property, Musa has ordered them to update their records. The sentiment is that Musa has been over-zealous in his task with some openly making known their displeasure of the regular transfers. Others said there can never be a quick-fix solution in the police force, where corruption has been long been an issue. It is well known that angry letters have been sent to Musa. His actions have hurt him, and he has been subjected to all kinds of allegations on the Internet. But the ACA has cleared him. More important, he has the Prime Minister’s backing. Musa has to accept the fact that in any organisation, there will always be resentment, jealousy and envy. Still, the power play is somewhat scary, if not macabre, to most Malaysians who have never witnessed such open tension within the police force. Maybe it’s Halloween but the can of worms being opened is disturbing, nevertheless.
