The saga of the actual rain leakages in Parliament house has given our Works Minister plenty of leeway for him to leak all sorts of reasons. This is a very tactical red herring employed by him to give his estimates on the cost of repairs and remedies. (see below challenge from DAP Ronnie on the estimated cost of repairs given to one Jasaman Sdn Bhd by Samy) Recall the escalating repairs for the MMR2. He said different things at different times also to justify his action.

And the same is happening in these parliament leakages. Under pressure in Parliament, he gave the silly excuse of “rubbish damaging the water proofing membrane” at the roof. Even the PAS member was laughing that you don’t take and throw rubbish on the high roof. It is just the leftovers from the contractors too lazy to take them down and his utter FAILURE to admit negligence on the part of JKR to do proper maintenance. If he advises his men to get a dozen 4-Gallon empty plastic pails, the leakages can be temporarily halted when the pails are placed strategically (out of sight above preferably). For the leaks are just water drips and it will take ages to fill these pails up.

Furthermore, the roof in Parliament is a flat roof of concrete design (you could see his officers walking on them during inspection) and how in the hell can the debris thrown at the roof damage the membranes underneath? Or is he just being ignorant and did not express himself properly. Yes, rubbish can clog up draining holes and pipesand caused the overflow of water which will eventually find its lowest position to ground level.

But earlier on in May, he said the unusual rainfall was the cause of the leakages and his other boastful remarks include that Parliament House was build for 100 years. He is talking off his cuff too often when pressed by newsmen.

KUALA LUMPUR, Sept 6 (Bernama) -- The Parliament building leaked because discarded construction materials on the roof damaged the water proofing, the Dewan Rakyat was told Thursday. because of the garbage and all kinds of construction materials like pieces of wood and cement left behind on the roof and this caused the water proofing to be damaged and the roof to leak," he said in reply to a supplementary question from Dr Wee Ka Siong (BN-Ayer Hitam). Dr Wee wanted to know the action to be taken against the contractors who were negligent in their work and had caused the structural damage to the building.

The leakage at Parliament building during the rainy season recently was widely reported in the media. In the latest incident, water seeped into the press room two days ago. In lighter vein, Samy Vellu said he would put up a notice board on the roof with a warning not to throw rubbish there. "If no one tampers with the water proofing, it won't leak. I'm not accusing anyone but rubbish was strewn all over. It's better for me to invite the MPs to have a look. If you want, I can show you the plan and explain how the damage occurred," he said. Earlier, he said that to prevent leakage at government buildings, the Public Works Department (PWD) had stepped up monitoring and supervision on construction work to ensure that the contractors did the job according to the specifications.
He said the department would also inspect government buildings more frequently and conduct a survey on the clients' satisfaction. To avoid poor design and construction of infrastructure or government buildings, he said, the PWD had already enlisted its maintenance officers to join the project teams who would give input on the maintenance aspect of the designs."This will enable the infrastructures and buildings to take into account the comfort of the occupants as well as the maintenance aspect," he said

Parliament leaks: A challenge to Samy Vellu; from DAP Ronnie Liu

Dear Samy, give us the job for half the cost!
I’m in the process of preparing a letter of challenge to the Works Minister S. Samy Vellu on the issue of exorbitant cost of repair for the leaking Parliament House. We will bring the letter of challenge to him to the Parliament or his office next week. Basically, we will challenge Samy to give us the job for half the cost he has quoted in the press ( NST Tuesday June 19 2007 Page 16 Prime News section).

A letter of intent has been given to Jasaman Sdn Bhd by Samy, and the price quoted was RM13 million. But the value of the contract has yet to be finalised. Samy claims that the work would include replacing the waterproof membrane of the concrete roof and replacing the rain water channels. We call it a “bullshit” because firstly, there’s no way to replace the rain water channels because they were concealed in the columns of the building. And secondly, the cost quoted was far too high. To repair a square meter of the roof does not cost more than RM50 according to water-proofing experts.

The challenge is based on these simple conditions plus throwing in a few “bonus” for Samy…
1. An inspection of the site and to work out the specifications.
2. To hack the existing water-proof cement rendered.
3. To do water-proofing from the base that is from top of R.C. slabs.
4. To place water-proof membrane on top of slabs, and to make good all hairline cracks with grouting prior to membrane.
5. Water-proof cement render of panels 4ftx 4ft and in between panels to apply sealants for extensions and contractions due to thermal shock.
6. To apply 3 coats of water-proof coating system.
7. All rainwater down pipes to be replaced if the rainwater down pipes can be replaced with upvc pipes.
8. We will give 10-year warranty plus 1 year free maintenance.
9. Price? We only want RM6.5 million, which is half of RM13 million as announced by Samy.
10. And last but the least, we will donate RM1 million to whichever charity, school or temple Samy wants us to contribute.How about that, Datuk Seri YB Samy Vellu?

If Samy accepts our challenge, it means Malaysian taxpayers will save some RM6.5 million. It also means that you would not see a leaking Parliament House anymore (or at least for the next 10 years). And he becomes a Malaysian hero for saving money for the nation and at the same time able to help a charitable cause worth RM1 million in his ame.
( Did I tell you that even with half the cost, we would be able to make about RM2 million?)

PWD Forms Special Unit To Look Into Maintenance Of Parliament

KUALA LUMPUR, May 20 (Bernama) -- The Public Works Department (JKR) has been entrusted with the task of forming a special unit to look into the maintenance needs of Parliament. Works Minister Datuk Seri S. Samy Vellu said he had instructed the JKR to station the unit at Parliament House as soon as possible and that it will look into all aspects of building maintenance including the structure, civil, mechanical and electrical engineering.

"The unit's officers will determine what needs to be done," he told reporters after visiting the 2007 Career Ekspo organised by the Social Entrepreneurs Network here today. On the leaking roof at Parliament, Samy Vellu said repairs will be undertaken once the Cabinet gave the go ahead and the Finance Ministry provided the funding.
